Position Description:
The Project Manager II position is responsible for management of projects related to dock infrastructure improvements and expansion. This includes planning and implementation in close coordination with construction contractors and other project partners including landowners and private companies. This position is responsible for managing all phases and elements of assigned projects, ensuring completion within the authorized project budget and schedule, coordination with funding source officers, and conforming to project scope and permit conditions. The Project Manager II will be responsible for all safety and operational aspects of the project and will be the primary liaison between the Tribe and project partners.
The successful candidate will have a college level degree in engineering, construction management, or other related engineering field, proven project leadership expertise, and at least 8 years of experience including marine construction.
Reports to: Chief Operations Officer.
Duties and Responsibilities include but are not limited to:
- Maintain regular and open communication with coworkers, Tribal Council, Tribal members, and partner organizations.
- Conduct work through the lens of justice, equity, diversity, and inclusion on behalf of Qawalangin Tribal members.
- Collaborate closely with landowners, regulatory agencies, funders, commercial industry, and other stakeholders.
- Be the Tribe’s on-site lead manager in a collaborative project effort. Ensure the project is managed and executed in compliance with the contract, specifications, regulations and permits, and all applicable policies, procedures, and directives.
- Assess risks associated with each project.
- Work directly with funding agency as the lead grant manager.
- Develop and maintain relationships with collaborative partners and their contractors to assist with project activities, as appropriate, and ensure the adherence to safety programs and insurance requirements.
- Monitor project control activities including contract administration, construction schedule, project cost, construction document interpretations, project submittals and RFIs. Monitor project budgets, verify cost projections, and as required, provide periodic status reports.
- Monitor project costs to ensure they are within the authorized budgets and delegated authorities.
- Keep project files up to date.
Qualifications:
- Must be able to build and maintain positive relationships with Tribal, community and staff members
- Must have strong verbal and written communication
- Must be sensitive to community cultural values.
- Must be able to successfully pass a criminal background
- College level degree in engineering, construction management, or other related engineering field.
- Proven project leadership expertise, and at least 8 years of experience including marine construction projects.
- Knowledgeable of project planning, design management, cost estimating, bid specifications, competitive bidding, contract management and construction supervision.
- Familiar with applicable laws, codes and permit requirements that govern projects.
- Ability to establish and maintain effective working relationships with consultants, contractors, associates, visitors, customers, tenants, government representatives, vendors, property owners, and the public.
- Demonstrated proficiency with office equipment and computer programs including Microsoft products (Word, Excel, & Outlook), and other applications.
- Maintain required training/certifications including 40-Hour HAZWOPER and CESCL

Compensation:
This position is term regular full-time, non-exempt, non-supervisory with a salary range of $118,505 to $192,274. Benefits include health, dental, vision, short and long-term disabilities, life insurance; 2% employer contribution to an IRA; paid time off accrued at .10 per hour worked; Holidays as outlined in the Policies and Procedures.
