To engage offenders and families in the process of change, provide interventions that promote change, hold offenders accountable, and monitor offender compliance with court orders, state corrections directives, institution rules, etc. Performance of casework and program services is conducted in juvenile and adult institutions, juvenile and adult probation/parole, and domestic relations, in collaboration with courts and other community justice partners. (This is this entry-level class in the class series. Most entry-level openings occur at juvenile institutions.)
 
Duties listed do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification.  Regular attendance according to Ramsey County Correctional policy approved work schedule is required for all positions.; and perform related duties as assigned.
 
Probation Officer 1 Salary Range: $55,967.93 - $82,972.97 Annually 
Probation Officer 2 Salary Range: $60,548.92 - $89,678.28 Annually
Probation Officer 3 Salary Range: $69,267.46 - $102,737.37 Annually

If an internal candidate is selected, salary will be set in accordance with the personnel rules (i.e., promotion, transfer, or voluntary reduction).

Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy.   1. Evaluate offenders' risk and needs, utilizing objective risk assessments and other screening   instruments, administers tests regarding specific need areas, interprets and assesses the information to develop treatment or case plans, and makes referrals for treatment/programming.
  2. Depending on assignment, develop case plans, conduct motivational interviewing, assess offender's readiness for change, engage offenders in change process; assist with relapse prevention; facilitate program groups or coordinate educational programs; develop and coordinate offenders' post-institutional/release plans; conduct custody and parenting time mediation.
  3. Conduct investigations, research background, evaluate findings, and prepare and present reports and recommendations, such as court-ordered investigations of adult and juvenile offenders and domestic relations clients, and internal investigations related to institutional behavior.
  4. Respond to emergency situations and calls for assistance in the worksite and intervenes using appropriate level of force; depending on worksite, may be required to physically intervene; communicate specific safety concerns to other staff, community justice partners, and victims through prescribed channels to insure staff, offender/client and community safety.
  5. Communicate, verbally and/or in writing, with other community justice partners, including judges, law enforcement, prosecutors, defense attorneys, mental health professionals, child protection, etc., regarding offenders/clients, including providing information to law enforcement recommending arrest or detention of offenders/clients.
  6. Maintain accurate documentation of case activity, including contacts with offenders/clients, victims, concerned parties and treatment agencies, etc., utilizing department and offender data systems and computer hardware.
  7.   Mandated overtime to ensure adequate staffing coverage and maintenance of safety for residents and clients at all times.
  8. Maintain regular, punctual attendance consistent with ADA, FMLA and other federal, state and local standards.
  9. Position requires the ability to work shift rotations to maintain minimum staffing   requirements in 24/7 facilities and in field assignments requiring non-routine work schedules.      
  10. Supervise residents in all facets of juvenile institutional programming, and communicate information to other personnel, to enforce rules, regulations and policies and to ensure the safety and security of residents and staff.
  11. Provide program supervision, educational and psychological testing, and rehabilitative services on an individual or group basis.
  12. Comply with the disciplinary practices of the institution in reporting rule violations and applying sanctions.
  13. Conduct security checks of building and grounds and search residents, living quarters and work areas for contraband.
  14. Assess appropriateness of providing supervision for offenders from other jurisdictions who are requesting to reside in Ramsey County, as well as arrange effective supervision for offenders sentenced by Ramsey County District Courts who are residing, or who request to reside, outside Ramsey County; follow appropriate Interstate Compact and Intrastate Transfer process.
  15. Mediate child custody and visitation/parenting time issues for parents referred by Family Court; conduct evaluation when necessary to resolve, provide recommendation to the court, arrange supervised parental visitation when necessary.
  16. Contact crime victims and victim advocates with information about court procedures and advise victims of their rights and resources for assistance; inform victims of known activities of clients that may present a danger to them; and establish restitution payment scheduled and monitor compliance.

Probation Officer 1 Minimum Qualifications

Education: Bachelor Degree
  • Substitution: Any combination of education and related experience in Community Corrections, Social Services or Community based service organizations that equates to 4 years can be substituted for bachelor’s degree.
Experience: None
Certifications/Licensure: Valid Driver License
Preferred: Bachelor degree in Behavior or Social Science fields, Education, Mental Health or other closely related field.

Probation Officer 2 Minimum Qualifications

Education: Bachelor Degree
  • Substitution:  Substitution: Any combination of education and related experience in Community Corrections, Social Services or Community based service organizations that equates to 4 years can be substituted for bachelor’s degree.
Experience: Two years experience as a Probation Officer or equivalent; or one year as a Probation Officer and three years paid paraprofessional corrections experience.
Certifications/Licensure:  Valid Drivers License. May be required to obtain Certification as a Family Court Mediator as required by statute, depending on assignment.  Completion of all mandatory training.
Preferred: Bachelor degree and/or experience in Behavior or Social Science fields, Education, Mental Health or other closely related field.

Probation Officer 3 Minimum Qualifications 

Education: Bachelor Degree
  • Substitution:  Substitution: Any combination of education and related experience in Community Corrections, Social Services or Community based service organizations that equates to 4 years can be substituted for bachelor’s degree.
Experience: Five years' experience as a Probation Officer or equivalent.
Substitution: Master's Degree in a social/behavioral science, education, mental health or other closely related field may substitute for two of the five years' experience requirement. 
Certifications/Licensure: Valid Drivers License. May be required to obtain Certification as a Family Court Mediator as required by statute, depending on assignment.  Completion of all mandatory training.
Preferred: Bachelor degree and/or experience in Behavior or Social Science fields, Education, Mental Health or other closely related field. 

The examination process will consist of the following section with each section weighted as indicated:

Training and Experience Rating = 100%
 
The examination for Probation Officer 1,2,3 will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.
 
Eligible List:  The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the Rule of Bands List for an employment opportunity as a Probation Officer 1,2,3.  This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for up to 6 months or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

This list is certified as RULE OF BANDS (Rule 10.3b):
  • The department received all names on this list as announced during the selection process. for the rule of bands.
  • The department is required to interview all names on the list that meet the requirements of the announced rule of bands.
  • If more than one department is using the rule of bands, only one eligible list shall be used for the initial interview process. 
Veteran's Preference:  This is a classified position requiring an open, competitive selection process.  Veteran's Preference points will be applied after a candidate passes the examination process.  Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
