What are the responsibilities and job description for the Specialist, Value Stream Management (Hybrid) position at Raytheon Technologies?
Role Overview:
The Value Stream Leader (VSL) leads the IPT through the life cycle tenets of the Collins Management System for their assigned products; inclusive of the long-term strategic business plans, pursuit and order capture, design and development, produce to deliver, service and support. The program VSL directs all phases of product strategy and development from inception through completion.
Qualified candidates should have a strong background in systems and project management. Experience leading and managing product or system developments is a plus. Successful candidates will demonstrate an ability of critical thinking in solving complex problems. Candidates will also balance technical knowledge and business acumen to manage assigned product lines.
Primary Responsibilities:
- Lead the pursuit and order capture of multiple programs
- Direct the negotiation of contracts and contract changes
- Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract
- Support the establishment of design concepts, criteria, and engineering efforts for product development.
- Responsible for the total life cycle of programs
- Interact with subcontractors and suppliers concerning planning, team agreements, associations, etc.
- Responsible for the Collins Management System process; coordinates responsibilities with other functional areas
- Effectively networks internally and with the broader customer community

Basic Qualifications:
- Bachelor’s degree and 5 years of prior relevant experience OR
- Advanced Degree in a related field and minimum 3 years of experience OR
- In absence of a degree, 9 years of relevant experience is required
- Applied experience in government procurement, business, and/or program management
Excellent written and oral skills of the English language
- Proven ability to manage a diverse set of programs/products that together contribute to a singular business goal
- Expectations for travel of up to 50%
- Prior experience in Project Management
- Must be a US Citizen
Preferred Qualifications:
- Advanced degree (Master’s degree or higher)
- Experience with Earned Value Management (EVM), risk management expertise
- Knowledge of the military fuels business
- Experience in capturing / winning military business
- Understanding of Collins Management System is desired
