Job Description

Need a PM with ITIL

Location: Annapolis, MD

Duration: 3 years 

 

Hybrid work is expected.  Partially in Annapolis, MD at the client location and the rest can be remote.

 

BACKGROUND INFORMATION

 

Located in Annapolis, Maryland, the Maryland Judiciary’s Judicial Information Systems (JIS) is comprised of six (6) units including Enterprise Project Management Office (EPO), Portfolio and Project Management

(PPM), application development and support, hardware installation and maintenance, operation of the Data Center computer systems, and development/support of online case management, non-case management and business applications at the District Courts and Circuit Courts across the state.

 

The Senior IT Project Manager position will serve as a critical role in providing management services to implement the JIS project portfolio for systems development projects. The Senior IT Project Manager will support the Judiciary’s MDEC major project through the required infrastructure (external and internal wiring) upgrades, video, remote video interpreting and AV solutions.

 

RESOURCE QUALIFICATIONS

  1.            Bachelor’s degree or ten (10) years of IT project experience in lieu of degree.
  2. Five  (5)  years’  experience  in  managing  concurrent  projects  with  budgets  exceeding $500,000.
  3.  The AOC prefers Offeror proposed resource to have the following qualifications
  4. ProjectManager Professional (PMP) certification. 
  5. ITIL Foundationcertification.

 

Responsibilities: 

  1. Perform site implementation project manager duties as follows:
  2. Conduct site  assessment  for  infrastructure  requirements  to  support  the  MDEC  case management installation.
  3. Prepare system requirements and specifications for the MDEC installation.
  4. Management  of  equipment  provisioning,  procurement,  and  installation  of  the  MDEC infrastructure equipment.
  5. Assessproject risk by taking into consideration variables such as costs, scope, duration, and resources.
  6. Managestakeholders’ expectations, including ensuring that stakeholders understand their role and responsibilities within the project.
  7. f.         Managevendor activities
  8. Manageprojects by monitoring costs, evaluating project status, realigning resources as required to keep project on schedule, and ensuring deliverables received conform to State and JIS requirements.

 

  1. Performing analysis and design of IT systems as follows:
  2. Determine how the project meets the business needs and strategic objectives of the Judiciary. 
  3. Create and define the business case for IT projects.
  4. Leadmatrixed project teams responsible for implementing system requirements by defining and analyzing system problems.
  5. Defines system problems by conferring with the project team, business owners, stakeholders and Subject Matter Experts (SMEs).
  6. Performs an evaluation of processes, workflow, and procedures.
  7. f.          Creategap analysisthat compares gaps between the “as is” and the “to be” system 
  8. Proposealternative IT solutions as needed.
  9. Create   Functional   Requirements   Document   (FRD),   Use   Cases   and   Requirements Traceability Matrix (RTM).
  10. i.         Defineand create test plans and ensures the proposed IT solution is fully tested

. j.           Schedule, lead and facilitate requirements gathering and identification meetings.

  1. Based on the type of project, ensure there are system diagrams including architecture, sequence, topology, and process in place.

 

  1. Managing JIS IT projects as follows:
  2. Forbusiness facing and internal JIS projects, create and maintain the following project artifacts as needed:

(1)        Charter (Scope Statement)

(2)        Stakeholder and Vendor Management

(3)        Project Schedule

(4)        Requirements Traceability Matrix

(5)        Data Conversion/Migration

(6)        Risk Register / Issues Log

(7)        Deployment Plan

(8)        Test Plan  

 

  1. Maintain expert level knowledge and skills relative to the JIS Systems Development Life

Cycle (SDLC) and the Project Management Office (PMO) templates.

  1. Workin partnership with the project team, JIS infrastructure team and the vendors to manage the release of new software.
  2. Createand maintain the Project Management Plan (PMP) containing the subsidiary project artifacts mentioned above.
  3. Chair project and status meetings, as needed.
  4. f.          Determineandisolate issues to determine if the issues are related to the system requirements, data, performance, workflow, business process, quality of the software or traini
  5. Assesswhere the issue should be assigned e.g., JIS, vendor, District Court Headquarters, Circuit Court, court IT or back to the originator for clarification.
  6. Determine impact of an issue – high, medium, or low. Create strategies for issue resolution. i.          Consistently review all updates to issues and ensure that there is complete and thorough

documentation and appropriate assignment.

  1. j.          Maintainandupdate risk register. Determine the probability and impact of all risks. Develop risk contingency, mitigation, or avoidance option
  2. Ensure each  software  release  or  patch  contains  vendor  test  results,  JIS  required configurations and release notes.

  1. Monitoring and controlling project work as follows:
  2. Track all project performance against any performance metrics. b.          Monitor and control project scope, cost, and schedule.
  3. Take into consideration stakeholder risk aversion during the review processes.
  4. Monitorthe ongoing project activities against the project management plan and any project performance baselines.
  5. Perform integrated change control by creating and reviewing change requests.

 SKILLS, EXPERIENCE, & CAPABILITIES 

 

  1. Ability to work in a matrixed organization to align resources towards project deliverables.
  2. Knowledge and ability to utilize standards and guidelines relative to Systems Development Life Cycle (SDLC).
  3. Highly organized with theability to track multiple projects, requirements, action items, and follow through to task closure.
  4. Business process analysis skills. e.    Detailed oriented.
  5. f.         Abilityto translate technical concepts into business term
  6. Data review and data migration skills.
  7. Ability to work on multiple projects and objectives.
  8. i.         Knowledgeof the Project Management Body of Knowledge (PMBOK). j.          Proficient with software implementation strategies to include:
