Reed Integration, Inc., an innovative small business offering technical, management, and training solutions, has an immediate need for an experienced Acquisition Specialist in the Hampton Roads, Virginia, area to support a U.S. Coast Guard (USCG) client.

Key Responsibilities:

The successful candidate will have between 5 and 10 years of professional acquisition experience in (e.g., program management, procurement, source selection, contract management) and must be familiar with all aspects of Federal procurement life cycle activities. Specific responsibilities may include:

  • Serving as a key company interface with the customer on a daily basis.
  • Providing integration and communication: between technical and procurement personnel; and across working groups, technical committees, and integrated product teams.
  • Supporting requirements development, acquisition planning, cost estimating, price analysis, technical evaluation criteria, and contract management activities.
  • Supporting all aspects of pre-award functions, to include preparation of solicitation and award packages with all related contractual documents, and post-award administration activities.
  • Performing market research for acquisition of commercial items and services.
  • Developing Statements of Objectives (SOOs), Statements of Needs (SONs), Statements of Work (SOWs), and/or Performance Work Statements (PWSs).
  • Developing procurement package documents including Requests for Proposals (RFPs), Requests for Quotes (RFQs), Quality Assurance Surveillance Plans (QASP).
  • Supporting independent cost analysis tasks and integrating analysis results into acquisition efforts.
  • Defining evaluation factors and criteria.
  • Supporting the USCG client in vendor evaluation and selection activities.
  • Applying project management best practices to client processes and to overall management of the contract for the company.
  • Providing regular project progress/status reporting.

Experience and Qualifications:

  • 5-10 years performing life cycle acquisition support activities in a Federal Government environment (DHS/DoD acquisition preferred).
  • BA/BS degree in a business or technical discipline.
  • Minimum of 5 years of demonstrated experience developing solicitation packages including Acquisition Strategies and Plans, Performance Work Statements/Statements of Work, Independent Government Cost Estimates, Source Selection Plans, Instructions to Offerors, Evaluation Criteria, and related acquisition package documents.
  • Minimum of 5 years of demonstrated experience involving acquisition and procurement or program management. Experience in USCG or Department of Homeland Security (DHS) programs is preferred.
  • Knowledge and understanding of Federal Acquisition Regulation (FAR) and related laws, regulations, initiatives, programs, and procedures as well as various Government contract types.
  • Understanding of finance, procurement, acquisition, purchasing, and operations business processes.
  • Contracts management professional certification preferred (e.g. NMCA CPCM, CFCM)
  • Proficiency in Microsoft Office software products.
  • Excellent interpersonal and communications skills.
  • Ability to obtain a government security clearance.
  • US Citizenship required.
