REI seeks an experienced Capture Program Manager to own growth, client delivery, people management, and operations for a federal Contract. As a Capture Program Manager, you will bring a deep understanding of the Account’s mission and be excited about helping clients achieve their objectives and produce mission-impactful results. You will work closely with an Account Director/Business Development Director (BDD) to develop and win new business within the Account and drive solutions to address unmet client needs. You will mentor emerging leaders within the Account and contribute to acquiring, retaining, nurturing, and developing talent to build and sustain a high-performing Account team. In this role, you will be a key contributor in shaping and executing REI’s strategy to meet our corporate goals.

Responsibilities
Growing the Account
- Lead and support captures and proposals to win new business and grow the Account. This includes developing and implementing capture plans (win strategy, timeline, and backlog).
- Collaborate with corporate growth and the Account Director/BDD, to develop and qualify an addressable pipeline of new business opportunities.
- Drive organic growth through delivery excellence and by identifying and addressing unmet client needs.
- Engages support from corporate resources to support opportunity development, including Graphics, Marketing, Contracts, Recruiting, and Pricing.
- Leads partnering / teaming strategy and engagement with the team throughout the business development, capture and proposal lifecycles.
- Leads customer requirement influencing strategy, requirement interpretation and solution generation.
- Contribute to the development of Agency-specific account plans in collaboration with REI Account Teams.
- Actively participate in industry groups such as ACT-IAC, Affirm, ATARC, AFCEA, etc. to build greater insights and relationships on behalf of REI.
- Ensure delivery excellence across a portfolio of existing programs and potential new customerswithin the Account.
- Responsible for client relationship management and overall customer satisfaction.
- Nurture existing partner relationships and build and maintain new ones as needed.
- Inculcate a mindset of “innovation as a habit” across the Account.
- Manage and oversee compliance of contractual requirements.
- Responsible for employee relationship management and overall employee satisfaction.
- Ensure employees understand their career path, and are coached and mentored to achieve their goals in alignment with corporate objectives.
- Build capacity and depth within the Account to mitigate dependency risk.
- Demonstrated ability to own and be accountable for all dimensions of the business, i.e., delivery, people, growth, and operations.
- Demonstrated track record of pursuing and winning new business, i.e., pipeline development, captures, bids, and proposals.
- Demonstrated ability to build enduring relationships in the client organization beyond the immediate client.
- Demonstrated ability to build, sustain, and scale high-performing teams.
- Demonstrated ability to collaborate with peers across the organization to help achieve corporate goals.
- Demonstrated track record of successfully delivering high visibility, challenging projects.
- Successful experience leading business development teams in pursuit of proposal efforts greater than $30M.
- Experience working with technical teams to develop and evolve win strategies, key offer elements, competitive discriminators and resulting win themes.
- Understanding of the Federal marketplace with at least 5 years of experience in one or more departments such as Commerce, Treasury, DOJ, DOT, SEC, DoD, DHA, or VA.
- Experience responding to government solicitations through RFP’s and RFI’s, including writing sections, leading volumes, and participating in color teams.
- A minimum of 10 years of experience in the IT field, with at least 6 years of managing multiple cross-disciplinary IT teams on large complex, programs.
- Bachelor’s Degree in Business, Information Technology, Computer Science, or another technical related field.
- PMP and Certifications in Agile Project Management or equivalent, e.g. PMI Agile Certified Practitioner, Certified Scrum Professional.
