Responsibilities
REI Growth Team Overview:
REI Systems' Business Development and Growth team drives company expansion by identifying and securing new federal contracting opportunities, leveraging REI's impeccable reputation for delivering innovative solutions. With outstanding past performance in key agencies like GSA, HHS, FDA, HRSA, DHS, FEMA, and NASA/DOD, the team strategically targets opportunities using key contract vehicles such as GSA Alliant 2 GWAC, CIO SP3 Small Business & 8(a), FDA CDER Workflow Management Implementation BPA, GSA CIO COMET BPA, GSA MAS IT (Large and Small Business), GSA MAS Professional Services, FDIC Strategy and Business Solutions Support BOA, 8(a) STARS III, and NASA A-TASS. Collaborating with technical and proposal teams, they build and maintain client relationships, conduct market research, and craft winning strategies, all while being empowered by REI’s track record of excellence in client delivery. Through this approach, they pursue large-scale contracts that align with the company’s long-term growth objectives.
Position Overview:
As a Senior Proposal Manager at REI Systems, you will be responsible for strategizing, designing, and delivering compliant, compelling proposals for new and existing clients. In this role, you will lead complex proposal efforts, guiding teams through all stages of the proposal lifecycle, while supporting the company’s growth and capacity-building initiatives.
You will collaborate with pursuit teams during the pre-RFP phase to align strategies with win themes and solution designs. Additionally, you will ensure quality by conducting thorough reviews of proposal deliverables, managing document control in SharePoint, and overseeing both hardcopy and electronic proposal production.
As part of your responsibilities, you will lead strategy sessions, contribute content for proposals, and participate in bid/no-bid decisions. You will also manage proposal planning and logistics, ensuring deadlines are met and resources are efficiently allocated. By providing training and mentorship, you’ll help build the capacity of the proposal team while maintaining and improving REI’s proposal processes and knowledge management system.
This position requires strong leadership, attention to detail, and a collaborative approach to ensure the delivery of winning proposals that meet client expectations and support REI’s mission.
Qualifications
Basic Qualifications:
- 7 Years of Federal Proposal Management: Extensive experience managing high-value federal contracting proposals with a proven track record of success.
- 5 Years of SharePoint Expertise: Skilled in SharePoint administration and document management, ensuring efficient and organized proposal processes.
- 7 Years of MS Office Proficiency: Advanced proficiency in MS Word, Excel, and PowerPoint, with a focus on proposal development and formatting.
- Proven Success in Federal Proposals: Led and secured federal civilian contracts exceeding $50M, with success in managing multiple award contracts over $500M.
- Team Leadership & Project Management: Demonstrated ability to lead cross-functional teams and manage complex projects from inception to completion.
- Strategic Content Development: Expertise in crafting compelling win themes, differentiators, and strength-based proposal content aligned with client needs.
Preferred Qualifications:
- P/CPP APMP Certification Preferred: Advanced proposal management certification, such as APMP, is highly desirable.
- Organizational Process Improvement: Expertise in designing and implementing efficient, scalable proposal processes to enhance performance and outcomes.
- Knowledge Management: Skilled in developing and executing knowledge management systems to streamline proposal development and information sharing.
- Meeting Facilitation: Proven ability to lead productive meetings and working groups, ensuring alignment and progress across teams.
- Metrics and Performance Management: Expertise in tracking proposal metrics, analyzing performance, and driving continuous improvement.
- Staff Development: Experienced in mentoring, coaching, and developing team members to enhance skills and drive team success.
- Attention to Detail: Strong organizational skills with a keen eye for accuracy and thoroughness in all aspects of proposal development.
- Oral Proposal Leadership: Experience in crafting content and leading successful oral proposal presentations for federal contracts.
Education: Bachelor’s Degree in Business, Information Technology, Computer Science, or another technical related field.
Clearance: Ability to obtain and maintain a clearance is preferred.
Location: Hybrid (One day per week or as needed in the REI Sterling VA Office).
