POSITION SUMMARY
The Compliance Manager supports the Chief Administrative Officer (CAO) by managing and monitoring the Authority’s compliance with medical billing, Health Insurance Portability and Accountability Act (HIPAA), Freedom of Information Act (FOIA) requests, contracts, records retention, procurement, and related areas.
POSITION DUTIES AND RESPONSIBILITIES
- Monitors and tracks contract compliance by maintaining files, assuring contracts and agreements are current, and monitoring contract performance.
- Audits Medicare and other payor reimbursement for accuracy.
- Implements and maintains updates to HIPAA Policies & Procedures and Compliance Plan & Code of Conduct and provides training and guidance to staff; monitors and tracks compliance in these areas.
- Maintains compliance with the Virginia Public Procurement Act by managing the procurement process, including obtaining quotes or bids and issuing Request for Proposals or Invitations to Bid.
- Acts as compliance subject matter expert for Medicare, HIPAA, and records management and trains staff on requirements.
- Responsible for the proper retention, storing, and destruction of all agency records according to the Library of Virginia records retention schedule.
- Implements procedures and guidelines for compliance and updates them as necessary.
- Keeps current on rules, regulations, and industry standards for all areas of responsibility.
- Manages special projects and performs analysis and reporting as assigned.
- Oversees compliance with the Commission on Accreditation of Ambulance Services (CAAS) accreditation requirements and manages agency re-accreditation process.
- Participates on committees and special projects, and performs other related duties as assigned
MINIMUM QUALIFICATIONS
- Bachelor's Degree in business, contract administration, purchasing, or related field or ten years of progressively responsible experience in the compliance field.
- Minimum of four (4) years of related experience
PREFERRED QUALIFICATIONS
- Certified Ambulance Compliance Officer (CACO) and/or Certified Ambulance Privacy Officer Compliance (CAPO) Certifications or ability to obtain within one year of employment.
- Certification in Healthcare Compliance or Virginia Contracting Associate Officer or ability to obtain within one year of employment.
- Ability to obtain additional Compliance/Procurement Certifications as requested by Richmond Ambulance Authority
- Experience with public sector and/or governmental entities
- Working knowledge of Medicare Ambulance rules, Medicaid transportation regulations, healthcare compliance, and related business operations
- Demonstrated leadership ability and the ability to communicate effectively orally and in writing
- Demonstrated analytical and organizational skills
- Experience with Procurement
PHYSICAL DEMANDS
- Must be able to sit for long periods of time.
- Must be able to lift up to 10 pounds of force occasionally, moderate lifting, carrying, pushing and/or pulling.
- Required to have close visual acuity to perform activities such as preparing and analyzing data and figures.
- Must be able to perceive the nature of sounds at normal speaking levels with or without correction and receive detailed information through oral communication.
CONDITIONS OF EMPLOYMENT
