We have an outstanding opportunity for a Manager, Contracts supporting the Space Intelligence, Surveillance and Reconnaissance (S- ISR) business area.
What you will do:
In this role, you will support the full contracts management lifecycle, inclusive of the development of agreements and proposals, as well as oversight and administration of various contracts types and complexities within a varied customer portfolio and ensuring compliance with company policies and regulatory requirements.
Responsibilities to Anticipate:
Contract set-up, deliverables, financial and invoice tracking, cash collection, internal/external reporting, audit and closeout support
Integration of new contracts, Request for Proposal (RFP) assessments, capture and proposal strategy and Contracts lead on proposal response efforts
Provide support to new business initiatives, front end strategic business pursuit assessments, creation and negotiation of Proprietary Information Agreements and Teaming Agreements
Contract administration of Agile/Capacity, OTAs and Commercial type contracts
Prepare Risk Assessments on proposals, contract terms and conditions, potential business deals, covering significant or unusual risks, including those in the financial, technical or schedule areas and propose mitigation strategies where appropriate. Recommend solutions to avoid or minimize risk and optimize cash flow
Contract administration & negotiation with the U.S. Government and Prime Contractors to foster customer engagement and collaboration
Work closely with Program Managers and other functions that may be geographically dispersed to construct, submit and negotiate proposals and administer contracts on a daily basis
Advise stakeholders regarding contractual and business issues, contractual rights and obligations and mitigation of contractual/program risks
Communicate (written and verbal) programmatic issues and obtain necessary approvals and documentation as required to ensure successful proposal and contract execution
Basic Qualifications:
Typically requires a bachelor’s degree and minimum 8 years prior relevant experience in contracts, business or related field, or an Advanced Degree minimum 5 years’ experience
The ability to obtain and maintain U.S. government issued security clearance (TS/SCI) is required
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
8 years Contracts administration, proposal generation & RFP review experience with U.S. Government or Department of Defense under the FAR, DFARS, ITAR, TINA and related regulations as well as IDIQ, Fixed Price and Cost Reimbursable contract types and task order contracting - 5 years experience with an Avanced Degree
8 years experience leading contracts related presentations to U.S Government or Defense customers - 5 years experience with an Avanced Degree
Preferred Qualifications:
Active & transferable TS/SCI
Excellent organizational and time management skills with the ability to multi-task across multiple contracts, programs & product lines concurrently
Advanced experience with financial business principles and understanding of applicability to Customer contracts and subcontracts
Experience working in closed areas
Experience developing and maintaining high-performance, collaborative relationships with internal & external stakeholders, cross-functional teams and customers utilizing Organizational Conflict of Interest
Ability to work independently with minimal oversight and supervision and able to respond to dynamic priorities
Ability research and resolve compliance issues and formulate recommendations to management and the program
Ability to develop creative solutions to unusual and complex contracting issues
National Contract Management Association (NCMA) certification
Highly proficient in Microsoft Word, Excel, Power Point, and Adobe
