Posting Summary
Rutgers, The State University of New Jersey, is seeking an Application Developer for the Office of Information Technology (OIT) – Enterprise Application Services (EAS) department. Reports directly to the IT Manager for OIT/EAS Student Information Management (SIM) and works in an auxiliary team environment on projects that will vary in scope, complexity and impact.

Among the key duties of this position are the following:
  • Handles programming/designing/maintenance.
  • Acts independently for the majority of the time and routinely carries out standard problem resolution and programming support procedures.
  • Oversees all aspects of software architecture, design, requirements, implementation, UAT and QA.
  • Performs analysis, design, development, testing, implementation and maintenance of legacy mainframe application system resources (Enterprise COBOL, IMS TM- db/dc, JCL MVS/OS utilities, SQL).
  • Participates in the development of detailed programming/system specifications, including policies and procedures.
  • Interfaces with users and other departments to identify system problems and propose solutions.
  • Develops project plans and training programs.

Qualifications

Minimum Education and Experience
  • Bachelor’s degree in a related field, or an equivalent combination of education and/or experience.
  • A minimum of three (3) years of relevant professional experience.
Certifications/Licenses
Preferred Qualifications
  • Knowledge of mainframe legacy system integration with ORACLE.
  • Structured programming techniques.
  • SQL.
Required Knowledge, Skills, and Abilities
  • Ability to understand complex and integrated legacy computer systems.
  • Must possess excellent organizational, interpersonal, oral and written communication skills.
  • Strong Enterprise COBOL programming techniques.
  • IMS TM (db/dc).
  • JCL.
  • MVS/OS Utilities.
  • SFTP.
  • Knowledge of MF/Web interface products (e.g., Z-Direct).
  • Work with third party vendors on joint initiatives.

Immunization Requirements

Under Policy 60.1.35 Immunization Policy for Rutgers Employees and Prospective Employees, Rutgers University requires all prospective employees to provide proof that they are vaccinated against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption. Rutgers University may require certain prospective employees to receive an updated (bivalent) vaccine dose. Under Policy 100.3.1 Immunization Policy for Covered Individuals, if employment will commence during Flu Season, Rutgers University may require certain prospective employees to provide proof that they are vaccinated against Seasonal Influenza for the current Flu Season, unless the University has granted the individual a medical or religious exemption. Additional infection control and safety policies may apply.
