Rutgers, The State University of New Jersey, is seeking an Evidence Manager for Rutgers Police. Under the supervision of a University Police Sergeant and Lieutenant, the Evidence Manager maintains, receives, inspects, documents, stores, and preserves all evidence collected by the Rutgers Police Department.

- Responsible for the transportation of evidence to the State and County crime labs.
- Arranges and prepares timely release and destruction of evidence.
- Responsible for maintaining, documentation, storage and return of lost and found property.
- Maintains and prepares monthly reports.
- Assists the Records Division and Investigations Division with collecting, organizing, maintaining, redacting, and releasing digital evidence for discovery, OPRA, and investigative purposes.

COVID-19 Immunization Requirement
Under Policy 60.1.35, Rutgers University requires all prospective employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption. Prospective employees who are not eligible for a booster at the time of an offer of employment must provide proof they have received a booster within two weeks (14 calendar days) of eligibility. Based on current guidance, individuals are considered fully vaccinated against COVID-19 two weeks after receiving the final dose of any COVID-19 vaccine authorized or approved for use in the United States by the United States Food and Drug Administration (FDA) and recommended by the Advisory Committee on Immunization Practices (ACIP) of the Centers for Disease Control and Prevention (CDC). Eligibility for a booster against COVID-19 varies and is explained on the University’s web site located at https://coronavirus.rutgers.edu/covid-19-vaccine. Failure to provide proof of primary vaccination and booster will result in rescission of a prospective employee’s offer of employment and/or disciplinary action up to and including termination.

Minimum Education and Experience
- A bachelor’s degree and/or an equivalent combination of education and/or experience.
- Two years’ work experience (minimum of one year of experience with a law enforcement agency.)
Certifications/Licenses
- Required to possess a valid driver’s license in New Jersey.
Required Knowledge, Skills, and Abilities
- High trust and integrity.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position.
- Ability understand, remember and carry out oral and written directions.
- Ability to learn assigned tasks readily and adhere to prescribed routines.
- Ability to successfully pass a background investigation, including drug test.
- Ability to establish and maintain effective working relationships with fellow employees and the public.
- Knowledge of the NCIC/ATS/ACS/CJIS, Promis Gavel and other state and federal computer databases or the ability to learn these systems.
- Knowledge of Computer Aided Records and Evidence Management system or ability to learn, after a period of training.
- Knowledge of the police department’s office methods, practices, routines, machines, equipment, computer operation system of the internal organization or the ability to learn after a period of training.
- Knowledge or experience in police investigations and knowledge of chain-of-custody procedures.
- Ability to organize and coordinate work functions.
- Possess honesty and integrity to render credible testimony in the court of law as it pertains to the proper procedure of collecting and storing evidence and property.
- Prior experience with the responsibilities related to evidence and property management within a law enforcement agency.
Preferred Qualifications
- Prior certified law enforcement officer or civilian associated with a law enforcement agency.
- Experience with managing digital evidence and video redactions.
Equipment Utilized
- All records are maintained through the Rutgers Police Department’s computer aided dispatch/record management system (RMS) as well as use Administrative Office of Courts databases, NCIC/SCIC.
Physical Demands and Work Environment
Special Conditions
- Must pass a comprehensive background investigation and be able to access and use restricted law enforcement and criminal justice databases.
- Must have attended (or be able to attend) a certified course in managing property and evidence collection, with a comprehensive knowledge of criminal law, investigative concepts, scientific aids, rule of evidence, laboratory services and modus operandi.
- Clean driving record.
