Roles and Responsibilities:
Job Summary/Overview:
The Gas and Chemical System (GCS) Process Safety Engineer role is a technical position that will be the primary owner and leader of Process Safety Management (PSM) and Risk Management Program (RMP) for the GCS department. This role requires a self-driven individual capable of extensive coordination with equipment engineering, operations, and various internal and external stakeholders. The GCS Process Safety Engineer provides leadership and technical expertise to continuously improve the PSM and RMP Program by identifying process hazards, evaluating hazard risk, and working with engineering and operations teams to develop effective solutions. The GCS Process Safety Engineer will work closely with the Environmental, Health & Safety (EHS) department, Infra Technology Construction, and other teams throughout Samsung to mitigate risk.
Program Owner Responsibilities:
• Manages and provides expertise for Process Safety Management (PSM) and Risk Management Plan (RMP) as required by OSHA and EPA
• Owns and maintains GCS-specific PSM elements (GCS Equipment and Procedure Management of Change & Pre-Startup Safety Review, Mechanical Integrity, Operating Procedures, Process Safety Information)
• Supports Environmental, Health, & Safety (EHS) with all elements of the PSM and RMP Program related to GCS projects, maintenance, and operation
• Develops PSM and RMP training material and facilitates training to site personnel
• Attends all Process Hazard Analysis (PHA) on existing and new processes
• Performs audits to measure program compliance, develops corrective and preventative actions, and tracks completion of action items to closure
• Uses risk analysis techniques and tools to assess and mitigate risk
• Leads incident investigations and Root Cause Analysis (Safety Incidents, Preliminary Incident Reports, Quality Incident Reports, Near-Misses) as assigned in order to maintain safety, quality, and production metrics
• Recommend process and product safety features that will reduce employees’ and community’s exposure to hazards
• Assists with safety and quality improvement projects in order to continually improve Process Safety Management and Risk Management
• Owns PSM-RMP System Modules; maintains back-end reference tables for user interface (PSM-RMP software is used to record Management of Change Approvals and Implementation Plans, Mechanical Integrity Inspections, etc)
• Establish and maintain site KPIs to measure safety and program compliance
Management of Change (MOC)
• Responsible for reviewing all Management of Change requests, implementation plans, required documentation, and change closures
• Evaluates changes for impact to existing processes, identifies unmitigated risk and works with engineering teams to develop mitigation plans prior to approving changes
• Provides guidance during emergency or non-standard situations to technicians, engineers, and leadership to ensure safety and compliance is maintained
Pre-Startup Safety Review
• Responsible for reviewing all Pre-Startup Safety Reviews for completeness and applicability
• Verifies evidence of task completion
Mechanical Integrity (MI)
• Responsible for managing and sponsoring 3rd party teams performing Non-Destructive Testing (NDT)
• Work with 3rd party teams and internal stakeholders to develop inspection plans and documentation
• Maintains GCS MI covered equipment list
• Audits inspection results
• Audits MI Action Items to verify Equipment Owners are tracking recommendations, findings, and deficiencies through Action Items in PSM-RMP System and completing Action Items on-time
Operating Procedures
• Works with equipment teams to ensure internal and contractor operating procedures are maintained in accordance with PSM and RMP Program requirements
• Audits Operating Procedure certification and training records; develops corrective and preventative actions to improve compliance
• Audits Operating Procedure content and execution; works with operations teams to make updates when additional risk mitigation is required
Process Safety Information (PSI)
• Works with equipment teams to ensure PSI is up-to-date and accessible.
• Audits PSI and assists in coordination with Original Equipment Manufacturer (OEM), EHS, or GCS Equipment Teams when updates are needed
Specific Job Duties:
• Owns and continuously improves GCS Management of Change Program, GCS Mechanical Integrity Program, GCS Pre-Startup Safety Review, GCS Operating Procedures, and GCS process Safety Information
• Drive, facilitate, lead, and support Root Cause Analysis (RCA)
• Develops action items to address non-conformances, and works with various internal and external teams to implement effectively
• Provides support and guidance on Process Hazard Analysis (PHA), as needed and required
• Maintains reference files for PSM-RMP System Software for GCS PSM and RMP elements
• Audits department teams for compliance with PSM and RMP Program requirements
• Develops PSM and RMP KPIs and drives improvement to achieve and maintain 100% compliance
• Assists with safety quality improvement projects in order to continually improve processes
Shift: 1st-shift, overtime and weekends as required, not an overtime heavy role.
Skills and Qualifications:
Education, Training, Certification(s) and Minimum years of experience required.
Knowledge, Skills, Abilities, Software, and Tools
• Thorough PSM and RMP knowledge, applied in real manufacturing or critical work environments
• Thorough and effective chemical or mechanical engineering skills applied to hazardous material storage and supply systems
• Direct interaction with OSHA/EPA related to audits and compliance of PSM and RMP elements
• Experience managing PSM and RMP programs
• Outstanding communication skills – able to communicate effectively at all levels of an organization
