Job Overview:
The Program Lead will serve as the senior subject matter expert and lead program manager responsible for overseeing execution of Ready Relevant Learning (RRL) processes for the Explosive Ordnance Disposal (EOD) and Naval Diving (ND) ratings at the Center for Explosive Ordnance Disposal and Diving (CEODD) and associated Learning Sites.
Qualifications:
· Qualifications and Education as ONE of the following:
· Qualified US Navy Master EOD Technician, Naval Enlisted Code (NEC) M04A.
· Qualified US Navy Master Diver, US Navy Master Diver NEC: MMDV.
· Qualified US Navy Diving Officer or US Navy EOD Officer.
· Naval Officer Billet Classification (NOBC): 7201 or 1140
· Ability to communicate effectively, concisely, and authoritatively in English, both orally and in writing. Experience in preparing correspondence, written reports, and briefing management personnel. Executive communication skillsets preferred.
· Must be a U.S. Citizen.
· Possess a valid driver’s license.
Experience:
· Have a minimum of two (2) years (within the last five (5) years) of NETC training process experience and two (2) years of experience in training, facilities, and organizational structure of NAVSCOLEOD or NDSTC, respectively. Knowledgeable of NAVEDTRA series 130 – 140.
· Ability to lead data collection efforts ISO of the EOD or ND RRL processes, develop plans and requirements to execute RRL process outcomes through the Learning Site Chain of Command and CEODD staff.
· Proficiency in the proper formatting of official memorandums, letters, and instructions, in accordance with the Navy Correspondence Manual.
· Proficiency in writing and editing formal correspondence.
· Understanding and use of Navy terminology.
· Proficiency in the current EOD or ND RRL process to include the Functional Requirements Document (FRD), NETC Fielding and Functionality study, and the Navy Training Process (NTP) worksheet/workbook.
· Proficiency in organizing virtual collaborative teams and products using Microsoft Office Home suite of applications.
Duties and Responsibilities:
· Manage data collection efforts ISO of the EOD/ND RRL processes and develop plans and requirements to execute RRL process outcomes through the CEODD / LS chain of command and staff.
· Develop and submit official memorandums, letters, and instructions per the Navy Correspondence Manual.
· Demonstrate proficiency in the current EOD or ND RRL process, including the Functional Requirements Document (FRD), NETC Fielding, and Functionality study.
· Organize and manage virtual collaborative teams and products using Microsoft Office Home suite of applications.
· Develop and manage the plan of action and milestones (POAM) for EOD / ND RRL processes in conjunction with CEODD / LS staff.
· Prepare and brief RRL process status reports to CEODD / LS staff bi-weekly.
· Attend CEODD / LS Department Head meetings bi-weekly.
· Identify potential conflicts with EOD / ND curriculum modernization and delivery of the current curriculum, which enables mitigation of adverse impacts to EOD / ND recruit production.
· Manage daily tasking of subordinate contractor personnel.

Pay: $23.00 - $29.00 per hour
