What are the responsibilities and job description for the Assistant Director of HR for Recruitment and Retention position at Schenectady City School District?
The position exists in a school district and involves responsibility for performing a wide variety of professional Human Resources Management, Labor Relations and Civil Service functions. Responsibilities include but are not limited to labor and employee relations including working to resolve unusual, complicated, or difficult personnel issues, design and implementation of policies and procedures, coordination of workflow, and management of various record-keeping systems. The primary focus of this position will be recruitment and retention, including assisting administrators with all aspects of the hiring process. A deep understanding of NYS certification rules and regulations is essential to this position in addition to a thorough understanding of NYS Civil Service laws. The incumbent will be expected to collaborate with colleges, teacher preparation programs, NYS Education Department and other stakeholders to cultivate a teacher pipeline. Some travel may be required. The work is performed under administrative supervision with wide latitude given for the exercise of independent judgment in carrying out the details of the work. Supervision is exercised over other departmental staff as assigned by the Director. The incumbent does related work as required.
TYPICAL WORK ACTIVITIES:
- Assists in the handling of human resources functions, including, but not limited to recruitment, hiring, new employee orientation, benefits administration, performance management, job classification and professional development for both certified and classified staff.
- As the primary coordinator, defines, implements, and manages the process flow of personnel information in Finance Manager (FM), coordinating efforts between Human Resources and other departments, including the Payroll/Finance and Accountability functions for personnel records, applicant tracking, workers compensation, performance management, professional development and related functions, time and attendance
- Participates in labor relations activities including administering and interpreting all collective bargaining agreements answering questions for all administrators and staff, grievance hearings and disciplinary procedures
- Assists the Director in administering the District’s complaint procedures, including Discrimination and Harassment, conducting fact-findings and investigations
- Interprets and applies civil service rules and regulations to a variety of personnel matters; coordinates various civil service functions including classifying positions and creation of job class specifications; recruiting; and records maintenance
- Develops and implements a variety of Human Resource Management policies, procedures and programs consistent with Board policy, contractual obligations, and statutory compliance.
- Assists in resolving discrepancies with appropriate authorities conducting appropriate research and analysis.
- Acts as a liaison to employees and the public to answer questions concerning personnel and civil service policies and procedures.
- Prepares analysis of human resources practices including hiring,
- employee evaluations, staffing attributes and other personnel matters upon request.
- Testifies on behalf of the district and otherwise assists in hearings for all employees and employee groups as needed.
- Performs such other duties consistent with his/her professional competence as the Superintendent, Personnel Director and the Board may, from time to time, assign.
- Conducts research for a variety of personnel related matters.
