What are the responsibilities and job description for the Property Manager position at Scion Staffing?
Scion Nonprofit Staffing (www.scionnonprofitstaffing.com) has been engaged to conduct a search for a Property Manager for a very successful and long-standing Nonprofit community development corporation located in the Northside of Chicago, IL.
As the Property Manager, you will be responsible for the oversight, coordination, and planning of all management and compliance-related duties to ensure a well-run and fiscally sound operation.
RESPONSIBILITIES:
- Provide direct supervision and direction of 2 Leasing Occupancy Specialists.
- Maintain current knowledge of guidelines, policies, and procedures for HUD, IHDA, DOH, CHA, Low Income Housing Tax Credit, and all other subsidy programs utilized in assigned properties
- Ensure that all policies and procedures are adhered to and review and approve all applicant files, resident leases, approved applicant files, and all annual home inspections
- Oversee the leasing process for vacant rental and/or coop units
- Oversee the maintaining, updating, and processing of all current resident information, annual recertifications, lease renewals, annual inspections, and move-outs, ensuring lease compliance
- Oversee all duties related to tenant collections ensuring the accuracy of rent roll and tenant ledger information, and turning cases over to collection
- Assist with preparation of annual budgets, monitor income and expenses, monitor and take action on tenant delinquencies, bad debt, rent loss due to vacancies and special billings, and approve invoices for payment
- Oversee the maintenance of all paper and electronic documents required in tenant files and rent rolls and submit all required reporting to owners, governmental agencies, and funding agencies
- Oversee building inspections including move-in, move-out, interim, funder, and insurance-related inspections, and ensure and carry out all required follow up
- Oversee the physical condition of all assigned properties and work with the Maintenance Manager to ensure that all buildings and units are in a safe, clean and sanitary condition and are well maintained
- Coordinate all duties related to waiting lists
- Ensure utilization of established electronic and paper record-keeping systems and documents, including tenant files, in accordance with internal protocol, HUD, IHDA, tax credit, and other regulatory guidelines and requirements
- Ensure that tenant-related matters are addressed and brought to closure
- Maintain working knowledge of all requirements of the Illinois Real Estate License Act of 2000
- Ensure maximum occupancy rates and the lowest achievable vacancy rates, minimizing rental income loss to assigned properties
QUALIFICATIONS:
- 5 years of experience as a Property Manager
- 5 years of experience in a Supervisor Role
- 5 years Section 8 & LIHTC experience
- Bilingual in Spanish is a plus!
COMPENSATION AND BENEFITS:
