SciTec, Inc. is a growing, dynamic small business with the mission to deliver Advanced Sensor Data Exploitation technologies and Science Instrumentation Capabilities in support of National Security and Defense. SciTec has an immediate opportunity for an experienced candidate to manage the physical security and infrastructure of our Boulder office as Facilities Security Officer (FSO) and Facilities Manager. Our ideal candidate will be responsible for supervising and directing security measures necessary for developing and implementing security procedures in accordance with National Industrial Security Program Operating Manual (NISPOM), as well as overseeing all installation, repair, and upkeep operations for the facility.

DUTIES:

  • Maintain all documentation required to obtain and maintain a Facility Clearance
  • Manage the classified security programs of the SciTec Boulder facility
  • Administer day-to-day security programs, personnel processing, program reviews, document control system, audits & self-inspections, violation investigations & reports, receipt/dispatch/destruction/mail logs, visit certs, etc.
  • Maintain personnel clearances, investigations, reports, and foreign travel in DISS
  • Maintain the SciTec Boulder facility’s profile in NISS
  • Upload new clearance applicants’ fingerprints into SWFT
  • Primary POC for personnel security matters with DCSA
  • Review DD254s to ensure adherence to classified programs
  • Develop and administer a comprehensive security education, training, and awareness program, to include Initial & Annual Security Refresher Training
  • Respond to emergency alarm calls off hours
  • Investigate and report security violations and incidents
  • Perform required self-inspections of security program, resolving possible security violations and initiating measures to correct security deficiencies
  • Process incoming & outgoing Visit Access Requests (VARs) for employees, customers, and partners
  • Maintain access control and intrusion detection systems
  • Work with the corporate FSO and security team
  • Establish and maintain working relationships with government and internal customers
  • Must complete CDSE FSO for Possessing Facilities Certification within 6 months of hire
  • Perform additional duties and responsibilities, as necessary
  • Provide security briefings, debriefings, and awareness training for site personnel
  • Process new employee security clearances
  • Develop and/or contribute to local and corporate security policy and SOPs
  • Maintain COMSEC material
  • Participate in new candidate onboarding and offboarding processes
  • Maintain Controlled Unclassified Information (CUI) program
  • Contribute to the RMF process for information systems as it pertains to physical and environmental security, personnel security, and incident response.
  • Schedule classified facilities maintenance, as required

Requirements

  • Must be a U.S. Citizen.
  • Must have an active Secret, or higher, U.S. government security clearance
  • 3 years’ experience as a Facility Security Officer (FSO)/Security Manager, or equivalent position
  • Must have a high school diploma.
  • Working knowledge of 32 CFR Part 117 NISPOM requirements for a possessing facility and Intelligence Community Directive (ICD) standards
  • Requires working knowledge of DISS, NISS, SWFT, and e-QIP
  • Experience in initiating and maintaining U.S. government security clearance applications
  • Proficient with Microsoft Word, Microsoft Excel, and Microsoft PowerPoint
  • Excellent communication skills
  • Seasoned knowledge of multiple functional areas and DoD security programs
  • The ability to effectively and proactively interact with staff, leadership, industry partners, and customer agencies.
  • Self-starter with ability to work independently, customer service orientated
  • Ability to interpret company and government security policies and apply them to program operations
  • Ability to provide leadership and work with a diverse team and upper management and ensure compliance with security directives
  • Ability to understand, explain, interpret, and apply rules, regulations, directives, and procedures
  • Active Top Secret//SCI
  • Experience with Export Control (ITAR/EAR)
  • Experience with Insider Threat Programs
  • Knowledge of the Risk Management Framework (RMF) Process
  • Experience developing and implementing OPSEC, emergency action and test plans
  • Experience conducting Security incident inquiries
  • NCMS Industrial Security Professional (ISP) certification, ASIS Physical Security Protection (PSP), or ASIS Certified Protection Professional (CPP) certifications
  • Prior experience in government contracting
  • Knowledge of processes and procedures for ICD 705 space programs

DESIRED SKILLS AND ABILITIES:

  • Bachelor’s degree, or higher, or relevant work experience
  • Experience with managing security requirements for SCI and SAP programs

The salary range for this position is $87,000 to $141,000; however, SciTec considers several factors when extending an offer of employment, including but not limited to, the role and associated responsibilities, a candidate’s work experience, education/training, and key skills.
