Classification: LS 1-5, depending on experience
Salary: $59,773 - $111,690, depending on experience
Office Location: Harrisburg, In-person, no remote work
Office Hours: 9:00-5:00, additional hours as needed
Job description:
The executive director drives the development of the Senate Health and Human Services Committee’s public policy agenda under the direction of the Chair. He or she will conduct high-level legislative research and analysis; draft and/or oversee the drafting of legislation and amendments; conduct and manage the committee’s bill review and summary process; and utilize their expertise to assist other members, the Caucus as a whole, district office staff, and constituents on committee actions and non-committee issues related to health and human services policy. He or she will use topical knowledge, an understanding of the Caucus platform, and constituent research to help set and accomplish the Chair’s vision and goals.
Job Responsibilities include the following:
- Review, track and critically analyze all legislation assigned to the Senate Health and Human Services Committee.
- Prepare bill summaries for all legislation considered by the committee.
- Prepare amendments as needed, and answer questions that may arise from legislators, constituents, the executive branch, and other stakeholders.
- Coordinate and/or conduct research on all committee legislation and issues.
- Coordinate all stakeholder meetings pertaining to committee legislation and issues, and communicate regularly with the Chair about these meetings.
- Attend meetings and events relevant to the committee on behalf of the Senator; advance the objectives of the Senator/Chair and committee by proactively developing and expanding relationships with organizations, legislative and executive staff, lobbyists, and constituents.
- Maintain effective working relationships with the governor’s office, state agency officials and liaisons; maintain a strong communication flow to gather input on legislative proposals.
- Coordinate all committee meetings, informational meetings and public hearings at the Capitol, held virtually, and off-site in individual Senate Districts.
- Communicate as needed with relevant House committees, including the House Health and Human Services Committee.
- Communicate as needed with relevant federal and state agencies and commissions.
- Propose ideas for possible committee legislation.
- Provide background information necessary for press and social media outreach and for the Committee website.
- Coordinate correspondence relevant to the Committee.
- Review budget proposals from the executive and legislative branches for departments and programs overseen by the Committee
- Assist the Legislative Director and district office staff as needed in addressing health and human services related constituent issues.
- Report activities to Chair’s Chief of Staff and the Chair.
- After hours work may be required
