Seneca Global Services, LLC is seeking a Deputy Program Manager in Quantico, VA. The Deputy Program Manager for an important customer responsible for managing/leading the cyber teams and coordinating with government and program POCs to set priorities for Cybersecurity policies and programs, conducting reviews and assessments, performing defensive Cyber operations, and maintaining certification and accreditation. The Deputy Program Manager, working side-by-side with the Program Manager, will report the status of cleared personnel and approved system accesses, and is responsible for developing, presenting, integrating, and monitoring Cybersecurity policies and requirements. The Deputy Program Manager works across the DCSA program to integrate the Cybersecurity discipline into all aspects of the team, and operates in support of other leaders to develop consistent policies, plans, and procedures to conduct operations.
Responsibilities include, but are not limited to:
- Lead the cybersecurity, enterprise architect, systems engineering, public key infrastructure (PKI), policy and training teams
- Manage and Improve Risk Assessment Process
- Ensure compliance of internal policies through departmental audits
- Manage metrics and monitoring as it pertains to security
- Determines prioritization for IT projects, allocates resources, and assigns duties based on mission criticality
- Subject Matter Expert (SME) regarding DoD Directive 8570 and DoD Directive 8140.01 Information Assurance Workforce Improvement Program for Cyberspace Workforce Management; delivered an agency-wide briefing on the certifications, education, and experience to meeting the mandated compliancy
- Presents leadership briefings on statuses of ongoing mission essential projects and provides recommendations grounded on the foundation of detailed analysis on cybersecurity, IT operations, systems engineering, and network defense
- Initiate, track, report, and deliver Certification and Accreditation (C&A) and Assessment and Authorization (A&A) documentation, artifacts, and packages for operational systems in accordance with Risk Management Framework (RMF) guidelines
- Develop, maintain, and implement Cybersecurity Implementation Plan (CSIP), Program Protection and Implementation Assurance Program, and similar plans and programs
- Participate in teams, working groups, boards, and integrated product teams
- Organize, initiate, manage, and report on quarterly Cybersecurity compliance scans to validate STIG and OEM security requirements and patch levels and report on system resilience
- Implement Cybersecurity Test and Evaluation process for development and integration
- Work with Training and Certification Lead to develop and maintain a cleared personnel access and compliance program
- Responsibilities:

Basic Qualifications:
- Bachelor's degree in Computer Science, Cybersecurity, Computer Engineering, Information Assurance, or a related discipline
- Possess Certified Information Assurance Manager Level 1 or higher
- PMP IS MUST
- Experience with the NIST Risk Management Framework (RMF) and applying NIST security controls systems
- 10 years or more total experience
- 6 years in Experience leading/managing technical teams to include planning, implementing and overseeing work activities performed for government customers
- 5 years' work related Experience in Cybersecurity, with at least 3 years of Defensive Cyber Operations (DCO) - formerly CND- specific experience
- Ability to provide high level summary of results and draw conclusions based on interpretation of data
- Proficient background in Microsoft Office Product Suites: Excel, Word, PowerPoint, Project, Visio
