Team Submarine’s Submarine Program Offices are responsible for:

The acquisition of the OHIO Class replacement and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the COLUMBIA Class. The program is a major defense acquisition program and is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).

The acquisition of New Construction Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy’s newest class of nuclear attack submarines. The program is a major defense acquisition program with a total life cycle cost of approximately $336B. Additionally, successful improvement of the Class' capabilities is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).

The SSN(X) Office is responsible for the acquisition and design of the future fast attack submarine and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the future submarine. The future Attack Submarine will be designed to retain multi-mission capability and sustained combat presence in denied waters with a focus on greater speed, stealth, and horizontal payloads and salvo rates.

You must have an Active Secret clearance to be considered.

Serco supports the US Navy as a prime for their Team Submarine SHAPM contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

Serco-NA is seeking a motivated individual to provide programmatic support to one of our NAVSEA customers. Serco-NA has an opening for a program manager with submarine expertise to support an active contract with the U.S. Navy in the Washington, DC area.

General Duties
  • The Program Manager will be a primary customer contact for all activities, regularly meeting with and updating the customer on project status.
  • The Program will establish and maintain effective relationships with the program manager, deputy program manager and/or technical lead.
  • The Program Manager will lead program review sessions with customer to discuss cost, schedule, and technical performance.
  • The Program Manager shall provide acquisition management planning and execution support
  • The Program Manager will be the single point of contact on all contract management support related issues, including required reports and presentations to the program manager and deputy program manager, responsible for quality control and timeliness.
  • The Program Manager shall provide financial and management support to TI Manager to assist in budget development for the contract
  • Additional responsibilities for the Program Manager include but are not limited to:
  • Delivering the technical performance within cost and schedule parameter through completion of the contract.
  • Managing the technical and administrative staff and providing ongoing direction in the performance of the assigned program.
  • Developing and monitoring program plan including time and cost estimates, ensuring delivery of project outputs on schedule and within funding.
  • Leading technical discussions for project reviews, including preparing and delivering formal briefings.
  • Performs additional duties and responsibilities as assigned.
Qualifications:
Education and Required/Preferred Experience:
  • Required: A Secret clearance and U.S. Citizenship.
  • Required: Bachelor's degree in any technical or managerial discipline.
  • Required: 5 years professional experience in program/project management
  • Preferred: 3 years of experience managing a staff.
  • Preferred: Active duty experience in the submarine service is a plus.
  • Preferred: 5 or more years of experience with Navy acquisition and/or In-Service Programs.
  • Preferred: Knowledge of Program Management, including the acquisition process, the budgeting process and financial tracking (Earned Value Management (EVM) and other metrics), funding execution, and the contracting process.
  • Recent experience in Team Submarine would be ideal.
