SUMMARY: The purpose of this position is to establish linkages with national, state, and local employers and businesses, and to provide direct supervision of the staff and functions of the Business Service Unit to which assigned. The Business Services Supervisor markets the center services to employers to create job opportunities and job placements for center participants through workforce and economic development. Additionally, will serve as a liaison between WIOA programs and the Business Service Unit to outreach and serve the WIOA  Out-of-School population, apprenticeship programs in recruitment, and job placement opportunities 

DUTIES AND RESPONSIBILITIES:

  • Adheres to the mission of SERCO and complies with its policies and procedures.
  • Serves as a key liaison between employers, SERCO, Inc., and the contracted Workforce Career Centers.
  • Promotes the services of the career centers to national, state, and local employers in need of hiring qualified employees.
  • Identifies and prepares reports to supervisor on areas that need intervention.
  • Consults and collaborates with area chambers of commerce, higher education economic, and employment trends.
  • Responsible for the coordination, development, recruitment, maintenance, and outreach activities to prospective employers.
  • Conducts outreach and job search workshops for customers and community civic groups.
  • Reviews database information to expand employment opportunities available to job-ready customers.
  • Directs the work of the Business Services Unit; trains and evaluates subordinate staff; manage resources to maximize productivity and performance results.
  • Recommends and counsels appropriate disciplinary action when necessary.
  • Assists in planning, organizing, and coordinating work to be performed by the Business Services Unit. 
  • Ensures that staff adheres to SERCO, State, and Federal policies and procedures.
  • Monitors ongoing delivery of services to insure the accomplishment of program goals and ensure attainment of Regional performance measures.
  • Interprets state and federally-mandated policies and procedures. 
  • Is responsible for meeting/exceeding assigned contracted measures, as outlined in the Service Delivery Plan and contract deliverables.
  • Performs other related duties as required and as assigned.

DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of workforce service programs, human capital management strategies, talent and skills assessment programs, employee training and human resource training, and staffing industry experience.
  • Knowledge of techniques of supervision of staff, in multiple locations.
  • Skill in interpreting written policies and procedures.
  • Ability to effectively communicate, both orally and in writing, and experience in public presentations to employers, community & economic development associations.
  • Skill in interpersonal relations.
  • Ability to analyze data and prepare reports. Knowledge of The Workforce Information System of Texas (TWIST), Work In Texas (WIT), and customer relationship management software such as Salesforce.
  • Ability to obtain feedback in situations involving either information transfer or persuasion; sales background, sales closing experience. Experience with interviewing employers to assess and record information regarding training needs, education needs, employment needs, and labor market trends.
  • Working knowledge of online labor market tools, running reports on that data, and communicating with staff and employers.
  • Ability to operate a personal computer in the performance of duties.
  • Proficiency in the use of computer reporting and database programs.
  • Proficiency in Microsoft Office Excel, Word, and PowerPoint.
  • Proficiency in Microsoft Office 365, One Drive, and Share Point.
  • Proficiency in interviewing skills, public speaking, and resume writing. 

EDUCATION AND EXPERIENCE:

  • Graduate from an accredited college or university with a Bachelor's degree in business administration, social services, or a closely related field or four years minimum of Workforce Development Services; or equivalent combination of education and experience.
  • Four years of experience with federally funded programs; entrepreneurship, technical training, or a combination of relevant experience and education.
  • Experience in dealing with Chambers of Commerce, Workforce Development, or Economic Development projects.   

SPECIAL REQUIREMENTS:

  • Must possess a valid Texas Driver's License and provide automobile liability insurance as required by the State of Texas.
  • Must have access to reliable transportation in order to travel within the service area.

  • PHYSICAL DEMANDS: While performing duties of the job, the employee is occasionally required to stand, walk, and sit for long periods of time. Employees must be able to drive for extended periods of time. The employee must occasionally lift and /or move up to 25 pounds and must be able to set up the display area.
  • WORK ENVIRONMENT: Fast-paced, demanding physically and mentally, will be in constant communication.
