Position Description         

• Task Leader providing Information Technology Governance Support Services (ITGSS) to the Department of State (DOS), Bureau of Consular Affairs (CA), Office of Consular Systems and Technology (CST). Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects. Takes projects from original concept through final implementation. Interfaces with all areas affected by the project including end users, computer services, and client services. Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Provides technical and analytical guidance to the project team. Recommends and takes action to direct the analysis and solutions of problems. Specifically, the Task Lead must be able to lead one or more or the following project functional areas:
  • Business Relationship Management
  • Software Benefit-Cost Analysis
  • Process Improvement/ Knowledge Management
  • Enterprise Risk Management

Security Clearance            

• SECRET issued by the Defense Counterintelligence and Security Agency (DCSA).

Work Location    

• Department of State, Washington, DC

Education

• BS Degree in business administration, communications, computer science or equivalent discipline.

Experience

• Minimal of 5 years’ experience managing software/system development projects that use Agile, Agile-Hybrid, DevSecOps, Scrum, Kanban, Lean, and Continuous Integration and Continuous Delivery (CI/CD) development methodologies.

•             Recent experience Project Management Support, Business and Systems Requirements Management Support, Communication and Knowledge Management Support.

Knowledge         

•             Working knowledge of Scaled Agile Framework (SAFe) as a System Development Life Cycle (SDLC) methodology.

•             Working knowledge of Cost Estimate methodologies to support program initiatives.

•             Working knowledge of Enterprise Risk Management functions.

Skills

•             Strong organizational and communication skills to coordinate all the aspects of the project and keep a grasp on the overall.

•             Developing and maintaining an integrated master schedule, project charters, requirements documentation.

•             Implementing process improvement methodologies.

Abilities

•             Support Government Program Managers in conducting business relations between CA/CST and other offices, directorates, bureaus, and Federal Government agencies.

•             Collaborating with stakeholders to maximize the benefit of technology and leverage methodologies that have a proven track record of success.

Credentials

•             Project Management Professional (PMP) certification is desired but not required.
