The Program Manager (PM) is a pivotal role responsible for overseeing substantial contract support services encompassing multiple projects and personnel. The PM holds ultimate accountability for the overall contract performance.

Responsibilities:
We are seeking an experienced Program Manager to lead a critical effort in planning and executing a pilot project to validate, document, and migrate content for the WEB Nextgen platform. The Program Manager (PM) is a pivotal role responsible for overseeing substantial contract support services encompassing multiple projects and personnel. The PM holds ultimate accountability for the overall contract performance.
Key Responsibilities:
- Project Planning and Execution:
- Plan and execute a pilot project to validate, document, and migrate content for the WEB Nextgen platform.
- Procure, configure, and conduct the pilot project in an operational environment to validate the selected SaaS solution.
- SaaS Validation and Compliance:
- Ensure the selected SaaS platform complies with all laws, regulations, and policies including 21st Century IDEA, DOD 8500.01, and the NIST Risk Management Framework.
- Validate that the SaaS based architecture meets all WEB NextGen capabilities, DoD compliance, and cybersecurity requirements in an operational environment.
- SaaS Architecture Documentation:
- Document SaaS architecture and processes in standard operating procedures, architecture design, and technology recommendations.
- Include data sources connected/used with AEM SaaS in the documentation.
- Risk Management Framework (RMF) Documentation:
- Develop all documentation required for Risk Management Framework (RMF) in the DoD's eMASS system.
- Provide compelling evidence of compliance and perform associated tasks based on the approved RMF and Information Systems Security Manager (ISSM) instructions.
- Training Content Development:
- Develop training content for WEB's customers to ensure proper utilization of the validated SaaS solution.
- Migrate legacy website content into the SaaS solution.
- Change Management and Stakeholder Communication:
- Develop organizational change management plan and perform change management activities.
- Participate in periodic Government hosted project management and status meetings.
- Prepare written status reports, meeting notes, and other required documentation for project management.
- Technical Expertise and Coordination:
- Acquire and implement the Cloud-based SaaS solution identified by the Government (i.e., SaaS - Adobe Experience Manager).
- Coordinate with Government Task Manager and stakeholders to gain baseline knowledge required for the project.
- Proven track record of at least 8 years in a relevant field.
- Exceptional leadership and organizational skills.
- Strong government contracting and vendor management experience is required.
- Must have managed a team size of over 20 personnel or $20 million revenue.
- Strong communication and interpersonal abilities.
- Proficient in project management software and tools.
- Ability to adapt to dynamic, high-pressure environments.
- Prior experience working with DoD Department of Defense.
- Postgraduate degree in a relevant field.
- Certifications in Project Management (PMP, PgMP) or related disciplines.
- Prior experience in government contract management.
- Bachelor's Degree in an applicable field.
- Minimum of 8 years of relevant experience in the appropriate area.
- An additional four (4) years of experience and an associate degree, or an additional 8 years of experience and a high school diploma or GED may be substituted for a bachelor's degree.
- A postgraduate degree may substitute for two (2) years of experience.
