What are the responsibilities and job description for the Chief Deputy Elections Adminstrator position at Smith County?
Under the direct supervision of the Elections Administrator, the Chief Deputy Elections Administrator performs work related to all activities in the election and voter registration process. The Chief Deputy Elections Administrator works with election judges, Smith County elected officials, candidates and the public.
Responsibilities include, but are not limited to, daily voter registrar related duties, assistance in administration of elections including the physical maintenance of election equipment, assistance in maintaining an up-to-date inventory of related materials and supplies, and the recruitment and training of election workers. Regular and punctual attendance is required.
The Chief Deputy Elections Administrator is responsible for learning all aspects of the election office including ballot programming, input and maintenance of the voter registration databases, administration of early voting in-person and early voting by mail, tabulation of election results and preparing final canvassing reports.
The Chief Deputy Elections Administrator also assists with the development of the strategic plan to implement fair, honest and transparent elections.

- Assists the Elections Administrator in coordinating all elections within Smith County.
- Creates, develops, approves and maintains standardized documentation procedures for voter registration, early voting, election day voting, and absentee voting in accordance with statutory law.
- Assists the Elections Administrator in contacting Early Voting and Election Day judges and clerks in the disbursement of instructions and information.
- Provides guidance and assistance in the training of election judges and clerks.
- Coordinates the management of the Election Day return center by providing instructions, follow-up evaluations and staffing of additional personnel during peak hours.
- Coordinates the Early Voting and Election Day procedures in accordance with the Texas Election Code.
- Assists with training and evaluation methods for permanent and temporary employees.
- Studies and obtains a working level of competency of the Texas Election Code and the Secretary of State regulations.
- Assists the Elections Administrator with the preparation of the department budget.
- Maintains Secretary of State Reimbursement Fund records.
- Oversees the selection of polling locations and polling judges.
- Maintains and updates various voter assignment of precinct information and related street and address voter records.
- Answers phone calls and responds to mail. Prepares correspondence as necessary.
- Performs other related duties as required.
- Thorough knowledge of state and county electoral laws, regulations, policies and procedures.
- Thorough knowledge of the ethical guidelines applicable to the positions as outlined by professional organizations and/or federal, state and local laws, rules and regulations.
- Considerable knowledge of federal, state and county laws and policies concerning elections and voter registration.
- Considerable knowledge of the principles of supervision, organization and administration.
- Knowledge of and is able to initiate the common requirements, policies and procedures of the news media regarding information pertaining to voter registration, elections and elections results.
- Ability to establish and maintain effective working relationships as necessitated by work assignments.
- Ability to use small office equipment, including copy machines or multi-line telephone systems.
- High School Diploma required.
- Elections experience of two or more years required.
- Bilingual in English and Spanish (speaking, writing, and reading) preferred.
- IT and Supervisory experience preferred.
Licenses and Certifications
- Certified Elections Registration Administrator (CERA) preferred.
- Must have or be able to obtain a Texas Driver License within 90 days of employment.
Physical Demands and Work Environment
- The Chief Deputy Elections Administrator must be physically able to operate a variety of machinery and equipment. This requires being able to exert up to 40 pounds of force occasionally, and/or up to 15 pounds of force frequently, and/or stretch arms, legs or other part of body to grasp objects.
- The Chief Deputy Elections Administrator must have the ability to coordinate hands and eyes rapidly and accurately when using automated office equipment. Minimal levels of eye/hand/foot coordination and color perception are required.
- The Chief Deputy Elections Administrator will require extended work during elections and meetings across Smith County outside normal business hours. During election cycles, extended and irregular hours during the workweek and weekend will be required.
Travel
The Chief Deputy Elections Administrator will be required to travel to various election locations across Smith County and to training seminars.
