Job Description
Reporting to the Director of Finance, the Program Finance Manager (PFM) is responsible for all program accounting, billings, program finance reporting, EAC’s, forecasting and partnering with the Program Manager’s and Sales teams from pricing to financial reporting of the programs.
Duties & Responsibilities
- Manage, support and develop a team of 5 PFA’S. Including but not limited to supervising, reviewing and validating their work. Setting goals and personal objectives, reviewing progress against goals, completing and communicating mid-year and year end reviews
- Assignment of PFA’S to all programs
- To provide ongoing analytical financial support to the Program Manager to facilitate the preparation of financials, to support detailed program reviews and identify key areas of risk and/or opportunity. In addition, to ensure the program financials are appropriately accounted for. This will involve:
- Reviewing all cost elements charged to assigned programs to gain comfort that the amounts are reasonable and accurate. Analyzing SAP cost and rate application and ensure that projects are being accounted for properly.
- Prepare budgets files from approved/ won bid models and then compare variances and propose suggestions for recovery where applicable
- Working with different programs and understanding the accounting treatments within the SAP system
- Work with assigned Program Managers to document contract performance to date, ETC and EAC projections and providing forecast inputs (rolling 12 month) of revenue and gross margin per project
- Preparing invoices in accordance with government contracts and FAR requirements
- Monitor cumulative billings against contract value and highlight programs that are approaching full billings
- Be the Finance Leader in the monthly programs reviews.
- Ensure that all program reviews are complete and accurate.
- Creation of WBS’s in SAP in accordance with the contract based on an understanding of the implications of how the WBS will function within SAP.
- Increasing business acumen at all levels of the business
- Identify quality improvements and evaluate opportunities to drive efficiency and effectiveness
- Other duties as required

The Individual
Education/training:
- Business degree required
- CPA preferred
Experience:
- Three or more years of related experience in a project-orientated, accounting and analytical finance environment, preferably within a Government Contracting environment.
- Government pricing experience desired
- Proven experience leading and developing a high performing team
Knowledge/skills:
- Results-oriented, analytical, and self-motivated person motivated to improve processes, determine what needs to be accomplished, and coordination of appropriate actions through to completion with a keen attention to detail
- Ability to multi-task in a fast paced environment with fluctuating priorities and deadlines with a high level of attention to detail
- A high level of integrity, curiosity and a bias for action and ownership
- Excellent analytical and presentation skills
- SAP knowledge desirable
