This is an advanced, specialized, professional position with the Maternal, Infant and Early Childhood Home Visiting (MIECHV) Program, that includes multiregional responsibilities to selected MIECHV models of home visiting, including Nurse-Family Partnership (NFP) and Parents as Teachers (PAT). This is a highly responsible position that works programmatically with the MIECHV State Nurse Consultant, MIECHV Program Manager, Regional Nurse Managers, MIECHV Data and Quality Manager, MIECHV Data Analyst, Bureau of Family Health (BFH), Infant and Early Childhood Mental Health Regional Supervisors, and all MIECHV models’ national offices. Responsibilities include assuring appropriate program development, expansion, and implementation of MIECHV activities in assigned regions and teams. Responsible for the MIECHV program managerial and consultative duties as well as direct technical supervision for the MIECHV supervisors in assigned regions and parishes, including all assigned MIECHV team supervisors. Collaborates with parish, regional, and statewide personnel in planning, developing, and improving the quality of implementation of the national MIECHV program guidelines in accordance with applicable funding sources.

50% Provides field supervision to contract agency MIECHV teams for adherence to the adopted model(s) of care as defined by the national MIECHV models. Coordinates with MIECHV national offices and the state overseeing agency. Collaborates with the MIECHV Supervisors and implementing agencies. Plans, assigns, and reviews MIECHV teams' work; provides counseling and assistance when needed; counsels teams on work related issues; reviews policies for staff compliance; completes performance evaluations and recommendations on a formal and informal basis; interprets policies and procedures for the MIECHV teams; reviews administrative and client records for compliance and completeness, and recommends corrective actions. Is responsible for sub-recipient monitoring for assigned MIECHV teams through implementation of the annual site visit process. Provides and supervises orientation activities for the MIECHV teams; interviews applicants for the MIECHV positions and makes recommendations for hiring.

20% Analyzes statistical data on program activity, caseload, efficiency and program effectiveness. Monitors the Nurse-Family Partnership Data Collection System (DCS) and the Parents as Teachers DCS and similar data systems for other MIECHV models when applicable, which details the number, length and content of the visits, the demographics of the clients, service utilization, client and family outcomes and how closely the family support and coaching professionals (FSCPs) are maintaining fidelity to models. Implements quality improvement measures to assure quality programs. Continually assesses FSCPs and other MIECHV personnel’s competencies and professional development needs; plans and implements relevant activities to help meet those needs. Provides technical assistance regarding practice and model competencies, including but not limited to the Quality Tools for NFP (including but not limited to NFP Connect, Collaborative Support Plans, Network Partner Self-Assessment and the Power BI) as well as the Annual Performance Review (APR), Quality Endorsement and Improvement Process (QEIP), Quality Standards, Essential Requirements and Power BI for PAT. Mentors MIECHV Team Supervisors for their roles in administrative and clinical supervision. Facilitates information exchange and mutual problem solving between agencies, the state overseeing entity, and the MIECHV national service offices. Supports MIECHV Team supervisors in building and maintaining community partnerships. Provides expertise regarding model specific interventions including, but not limited to: Visit to Visit Guidelines, Partners in Parenting Education (PIPE), Ages & Stages, Ages and Stages: Social Emotional, Home Observation Measurement of the Environment (HOME) Inventory, Mental Health Assessment, Mental Health Check-up, and Family-Centered Assessment: Life Skills Progression (LSP). Provides expertise on other MIECHV model interventions, as applicable.

15% Participates in statewide program development, including development of MIECHV specific policies and procedures, communication of program needs and recommendations to MIECHV administrative staff, and coordination of statewide MIECHV activities. Attends and participates in staff meetings and case conferences, regional in-services meetings and other professional meetings. Supports assigned teams in the planning and implementation of their respective Community Action and Advisory team meetings for the region.

10% Assures that all reporting requirements are fulfilled for applicable funding sources. May collaborate and coordinate with appropriate personnel from funding sources to develop applicable policies and procedures regarding billing and program requirements.

5% Participates in Emergency Preparedness activities such as Bioterrorism preparedness and other events, which require activation of the emergency response system. Accepts shifts as assigned which may be outside of usual work schedule.

Adheres to travel policies and procedures.

Accepts and performs additional duties not listed in the job description to ensure smooth agency operation.

Minimum Qualifications: BA in Education or Bachelor of Science in Nursing or bachelor’s degree in other related field. Minimum 5 years of supervisory/leadership experience.

Pay: $61,422.00 - $90,938.00 per year
