JOB SUMMARY
The Legacy Cross Bore Program Manager in the Southern Company Gas, Operations Support organization is accountable for ensuring the execution and commissioning of large-scale infrastructure improvement programs and projects including high-value, complex assets to ensure all related business objectives are met. These objectives may include development of programs, regulatory approval of programs, commissioning of assets, returning investment, meeting program regulatory and government commitments and reporting, etc.
The Program Manager coordinates a cross-functional team of track leads (land, regulatory, engineering, construction, accounting, SCM, etc.) and ensures that their deliverables are understood and provided according to the detailed designs, schedules, and budgets adhering to the Company’s guidelines and procedures. The programs may include rate case funded initiatives and other at-large projects where strong adherence to the the Company’s Asset Development Process (ADP) process is required for success.
JOB RESPONSIBILITIES & ACCOUNTABILITIES BY COMPETENCY
Functional Expertise:
Serves as Project Manager of medium or large-scale programs and projects.
Implements Ops Support business processes on medium or large programs and projects.
Ensures that all projects are executed in accordance with the 5-stage ADP and SCM policies.
Ensures Functional Leader and their respective tracks leads are fully engaged with deliverables.
Business Acumen:
Ensure that projects are managed to budget, schedule, design, and standards.
Develop Project Organization Charts (including template).
Define roles and responsibilities for project team.
Ensure requirements/standards for project/metrics reporting are followed.
Develop project charters.
Statement of Work development for RFP’s.
Define and baseline project scopes.
Develop project execution plans.
Assures compliance with company policies & procedures.
Identify and properly manage project risks.
Manage project contractors per PMO and ADP procedures.
Provide proper oversight for construction management & field activities.
Participate as "contract owner" in all projects related contract negotiations.
Ensure that project materials and services are acquired via Maximo with the proper account coding and approval routing.
Ensure that contract schedule of values is clearly defined/consistent with corporate WBS/CBS.
Ensure that contractors' invoices and payments are audited and approved per contract rates.
Engagement:
Identify and contract qualified contractors for project work through functional leader.
Prepare and present project metrics to indicate project health for presentation to business owners and upper management (EVA, Financial Analysis, Schedule, Risk, etc.).
Ensure that scope changes are appropriately addressed per the Change Management process (e.g., adequately documented, impact analysis, approved, etc.).
Identify and establish project team resources.
Hold project team meetings on a regular basis (progress & plan).
Participate in drafting contract terms & conditions and performing final review of all projects related contracts prior to execution with support from appropriate functional leaders.
Assign appropriate field engineering and inspection personnel.
Provide guidance & mentoring for Company project coordinators & contract partners.
Provide input for ADP improvement.
Present suggested updates/revisions to the Operations Procedure Manual (OPM) language associated with your program before the CRC as needed.
Driving Results:
Complete Goals of Asset Development Process Stage 5.
Gather lessons learned after every project and funnel to PMO for inclusion in appropriate process improvement initiatives.
Ensure that project job data books, as-builts, other job documentation are secured from Contractors, distributed to appropriate parties, captured in GIS applications and maintained in accordance with the Company’s document retention guidelines.
QUALIFICATIONS
Education, Certifications/Licenses:
Required:
- BA/BS in Engineering (Civil, Electrical, or Mechanical preferred).
Preferred:
- MBA, Project Management Professional (PMP), Professional Engineer (PE).
Related Work Experience:
Required:
- 5 years engineering, construction, or operations experience in gas distribution or related energy field.
Preferred:
Gas Line installation experience.
3 years supervisory experience.
Maximo purchasing experience.
Oracle invoice management experience.
Arc-GIS User.
Specific Skills & Knowledge:
Required:
Strong engineering and construction knowledge of natural gas distribution systems.
MS Office Suite – intermediate proficiency.
Highly skilled working across functional organizations for group coordination.
Ability to communicate with all levels in the organization and externally.
Ability to manage multiple programs and projects under stressful conditions.
Ability to use project management tools and methods (e.g., earned value analysis, critical path scheduling, project administration, establishing project teams).
Preferred:
Working knowledge of Asset Development Process (ADP).
MS Project/Primavera - advanced proficiency.
