Job Summary:

The Program Manager (PM) ensures the overall alignment and progression of the online elements, data initiatives, and virtual events for the Refugee and Migrant Behavioral Health Technical Assistance Center (TAC). Working under the guidance of the Project Director (PD), they are instrumental in meeting the project’s objectives efficiently and effectively

Essential Functions:

Management and Non-Clinical Technical Services

  • Lead all Non-Clinical Technical Assistance (TA) efforts which include technology, virtual, and online components, including the creation and implementation of a plan to provide targeted TA and coaching for organizations. This plan includes foundational and advanced opportunities for training and coaching. Provide TA and coaching as needed.
  • Work with the Learning Management System Developer (LMS) to create interactive online learning modules over various topics.
  • Provide oversight of the Learning Management System (LMS) Developer and Specialist on LMS development and ensure the team meets the six-month learning module timeline and project
  • Spearhead the online components strategies as they relate to the service directory in coordination with various TA Center stakeholders including the PD and Southwest Key Leadership.
  • Manage the development and launch of the website for the TA Center and ensuring TA website is completed within one year.
  • Confirms the utilization of culturally and linguistically appropriate resources that address the behavioral health, gender-based violence, human trafficking, and child abuse concerns that arise during the migration, resettlement, and community integration process.
  • Lead website mapping to ensure all necessary elements relating to refugees, migrants, and their families, including mental health and substance use disorders, resources for school staff, and how behavioral health relates to gender-based violence, human trafficking, and child abuse, and ways to help the focus population prevent incidents.

Needs Assessment and Data Leadership

  • Ownership of the comprehensive needs assessment for providers serving the focus
  • Assessing resources and gaps for refugee/migrant populations and the providers that serve
  • Collecting healthcare providers such as those working in behavioral health, primary care, OB/GYN, emergency rooms, nursing, social work, and counseling Office of Refugee Resettlement, school staff, resettlement agencies, legal, behavioral health, and social services organizations.
  • Develop a systematic proposal of possible solutions to address gaps between current conditions and desired outcomes via the refugee and migrant Behavioral Health TA Center.
  • Data Management: Collect, organize, and store data related to provider engagement, TA sessions, learning module utilization, and learning community participation.
  • Data Analysis: Extract insights about project performance, provider engagement, and other key metrics. Offer regular reports to the Project Director and stakeholders.

      Establish Learning Communities and Provide TA

  • In collaboration with AMTC, establish learning communities within six months of the project's start, with at least three communities offered each year to include highly interactive, multi-session virtual events that bring 20 or fewer people with expertise on a given topic.

      Skills and Knowledge Required

  • Proficiency in project management tools/methodologies and strong analytical and communication
  • Comprehensive knowledge of digital platforms, especially LMS, and a proven track record of leading online initiatives, especially in nonprofit or healthcare contexts.
  • Understanding of behavioral health challenges faced by refugee and migrant This position requires the individual to be trained in programs, practices, and policies that are recovery-oriented, trauma- informed, and equity-based to improve behavioral health.
  • Experience with technical assistance.

Qualifications and Requirements:

  • Bachelor’s Degree required, preferably in Business Administration, Information Systems, or Master’s Degree or relevant certifications are an advantage.
  • Minimum of five years in program management, especially in online initiatives and data

Physical Demands:

Must be able to read, write, and communicate both verbally and in written form to express and exchange ideas. While performing the responsibilities of this job, the employee must be able to access all components of workstation and other office equipment. Frequent typing, writing, bending, and twisting. Must be able to lift up to 10 pounds.

Work Environment:

General office environment with moderate noise. This position is mostly sedentary, involves sitting most of the time, but may involve walking or standing for brief periods of time. A busy environment with many unscheduled interruptions. Frequent computer uses at workstation for extended periods of time. Public contact position requiring appropriate business apparel.
