SUMMARY: The Planning Manager will provide direction, leadership and general oversight to the Tribe’s Planning Division. This position will work under the direction of the Director of Planning and Community Development to manage the day to day activities of the Planning Division, including the budget, employee/community relations and customer requests.
 

ESSENTIAL DUTIES AND RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

  • Plans, directs and oversees all programs assigned to the Division including programs such as: Planning, grant writing, strategic program and project planning, community development planning including infrastructure, housing, transportation, and transit keeping green energy in mind.
  • Internal and External Communications: research and development of white papers, development of requests for qualifications and proposals, copywriting and editing. Develops complex policies and Tribal ordinances.
  • Construction coordination: advanced facilities planning, funding development, community outreach, contract administration, construction grant/contract compliance and administrations and post construction implementation planning.
  • Manages the development of budgets for Planning and assist with the Tribal Transportation Program budgets.
  • Develops, implements and monitors Planning’s goals and objectives.
  • Makes routine presentations to Tribal Council and conducts public meeting/hearings as necessary to gather community input.
  • Coordinate all aspects of the Tribe’s transportation program including maintaining the Long-Range Transportation Plan,      development of long-range strategic plans, facilitates tribal-wide planning initiatives, expanding the Indian Reservation Roads Inventory and managing the Transit System. The Transportation Planner/Manager will also write grants to support the Tribe’s transportation needs and coordinate transportation related capital projects including road construction, roads maintenance, and bus purchases. Represents the Tribe on various Transportation committees and work groups. 
  • Set priorities and direction of the grant writing and other funding development for the tribe.
  • Review and revise Planner position descriptions to maintain current with Tribal priorities and programs. 
  • Performs other planning and grant writing duties as assigned by the Director. 

SUPERVISORY RESPONSIBILITIES: This position has supervisory responsibilities.

  • Ability to write and speak clearly, communicate with professionals and laypersons regarding Tribal priorities and projects.
  • Demonstrated ability to present information to diverse audiences.
  • Knowledge of standard business principles and practices such as positive procurement, budget management and control, cost/benefit analysis, etc.
  • Demonstrated grant writing skills. 
  • Demonstrated ability to perform at a high level, to work independently and in a team environment. (Address this criteria in your cover letter)
  • Computer proficiency including MS Office applications including MS Word, Outlook, Excel and PowerPoint. Ability and willingness to learn new database, project management and other software applications.
  • Outstanding organizational skills.
  • Prior experience working for or with Tribes is highly desirable. 
  • Type accurately at a net speed of 45 words per minute or faster.

SUPERVISORY: This position has supervisory responsibilities.


LANGUAGE SKILLS:  Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Must have the ability to write reports, write business correspondence, and procedure manuals. Able to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.


MATHEMATICAL SKILLS:   Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Able to apply concepts of basic algebra and geometry. Ability to work with mathematical concepts such as probability and statistical inference and fundamentals of plane and solid geometry and trigonometry.


REASONING ABILITY:   Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Able to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

This position requires the use of a computer so close vision, i.e. clear vision at 20 inches or less is necessary.

Requirements

EDUCATION and/or EXPERIENCE: Master’s Degree and 2 years of related work experience OR Bachelor’s Degree and 4 years of related work experience. Prior work experience should be in business or nonprofit administration, grant writing, project management or community planning. Previous management/supervisory skills are desirable.
