GENERAL DESCRIPTION: 
Performs moderately complex to complex human resources management work. Work involves assisting in reviewing, updating, and ensuring proper maintenance of the State’s Position Classification Plan; in job classification audits and in the preparation of reports for the Texas State Legislature; and assisting with providing guidance on state leave issues. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

EXAMPLES OF WORK PERFORMED: 

  • Serves as team member on various projects as assigned and may serve as project manager on routine to complex projects.
  • Performs professional human resources work advising and assisting management at state agencies and higher education institutions, and auditors within the State Auditor’s Office  regarding human resources related matters such as employee classification, compensation, leave statutes, salary administration, and general workforce issues.
  • Performs classification compliance audits at state agencies which includes reviewing employee positions to ensure that employees are properly classified in accordance with the State’s Position Classification Plan.
  • Prepares reports for the Texas State Legislature on various human resources topics.
  • Develops and revises state job descriptions.
  • Researches, collects, and analyzes data.
  • Monitors and maintains human resources database systems.
  • Participates in and analyzes data from national, state, and local salary surveys.
  • Assists in conducting statistical analyses.
  • Assists in specialized research projects.
  • May provide support to state agencies in the development of workforce plans and exit interview procedures.
  • May assist with formal presentations at various human resources organizations or at state conferences.
  • May assist with testifying before legislative committees and in reviewing legislative bills.
  • Performs related work as assigned.

MINIMUM QUALIFICATIONS: 
Bachelor’s degree in human resources management, business administration, or a related field. Two years of experience in human resources management or a related field.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of the principles and practices of human resource management; of compensation principles and procedures; of job evaluation methods; and of the federal, state, and local laws, statutes, and regulations relating to the field.
  • Skill in data analysis, using computer software programs, and effectively managing multiple priorities.
  • Ability to maintain sensitive and confidential information, meet tight deadlines, and to communicate effectively both orally and in writing.

PREFERRED QUALIFICATIONS: 

  • Relevant professional certification: Professional in Human Resources (PHR), Society for Human Resource Management Certified Professional (SHRM-CP) or Certified Compensation Professional (CCP) certification. 
  • Human Resources experience at either a state agency or university.
