The Extended Opportunity Program and Services (EOPS) and Cooperative Agencies Resources for Education (CARE) are State "categorical" programs that provide comprehensive support services to community college students who come from low-income and educationally disadvantaged backgrounds. Program services are directed at students affected by language, social, and economic inequities, and have historically been underrepresented in institutions of higher learning. The EOPS/CARE program provides comprehensive support services for student participants, along with counseling, guidance, motivation, and appropriate resources to help students complete their educational goals.
Reporting to the Dean or Director of Student Services at Madera Community College, the counselor/coordinator assignment will include responsibility working with EOPS/CARE students. The counselor/coordinator will cover a full range of general counseling services during days, evenings, and weekends at both Madera and Oakhurst Community College Centers. Duties and responsibilities include, but not limited to the following:

• Provide comprehensive counseling services to EOPS students, including academic, career, personal and life transitions counseling;
• Assist in the organization and implementation of matriculation activities, such as orientation, counseling and follow-up services to students;
• Assist students with major selection, career development planning, and goal identification;
• Maintain close working relationships with faculty, feeder high schools, community and other student services support programs;
• Assist with the development and implementation of the Guided Pathways, Student Equity Achievement (SEA), and other student success initiatives;
• Assist and collaborate in developing programs and student support services with an emphasis reducing achievement gaps for our under-served and minoritized students;
• Work collaboratively with instructional faculty, staff, and administrators in the development of student success initiatives and provisions of counseling services;
• Utilize technology to track student progress, implement efficient support services, provide counseling services, and make presentations in classrooms and other group settings;
• Review data on student success and achievement and use the information to adjust student support services;
• Provide intentional case-management services to assigned students and provide follow up services including Early Alert responses and resource referrals;
• Assist, as needed, with articulation, student outreach, and recruitment activities;
• Provide assistance and referrals to on/off campus resources and student support services including Admissions & Records, CalWORKs, Career/Transfer &Employment Center, DSP&S, Financial Aid, Academic Success Centers, TRiO, and off-campus community resources;
• Participate in meetings, conferences, trainings, and other professional development activities to maintain the expertise required to provide accurate and reliable information and support to students seeking to complete a certificate, associate degree, or transfer;
• Serve and attend department, college, and district committees as needed;
• Monitor and implement programs in compliance with federal, State, district, and college regulations, policies, and procedures;
• Provide counseling services, as needed, during days, evenings, and weekends at on and off-site locations;
• Develop and/or revise curriculum and programs, including program review and student learning outcomes for courses and programs to improve student learning;
• Participate in the accreditation process;
• Communicate effectively both verbally and in writing;
• Otherwise fulfill all of the duties and responsibilities as assigned by the Director or Dean

Minimum Qualifications:
All candidates must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices; AND

• Masters degree in counseling, rehabilitation counseling, clinical psychology, counseling psychology, guidance counseling, educational counseling, social work or career development; AND
  
  One of the following below:
  • (1) Nine semester units of college course work predominantly related to ethnic minorities or persons handicapped by language, social or economic disadvantages; OR
    
  • (2) Six semester units or the equivalent of a college-level counseling practicum or counseling field-work courses in a community college EOPS program, or in a program dealing predominantly with ethnic minorities or persons handicapped by language, social or economic disadvantages.
    
    
  
  
  

All candidates must have two years of occupational experience in work relating to ethnic minorities or persons handicapped by language, social or economic disadvantages; OR

• A valid California Community College Credential; OR
  
• The equivalent education and/or experience (requires an equivalency).

Desirable Qualifications:

• Experience and skill incorporating elements of diversity, equity, and inclusion into all areas of responsibility;
• Recent experience working with African American, Asian/Pacific Islander, Latinx, Native American, and other racially minoritized students in the classroom and an understanding of how historical patterns of exclusion of these groups in higher education shape patterns of participation and outcomes;
• Willingness to examine and remediate ones instructional, relational, and classroom practices to more effectively engage and support racially minoritized students;
• Experience working with a diverse student population;
• Related work and professional experience;
• Experience working with students of various cultural, gender, age, socioeconomic, and ethnic backgrounds, including disabled students;
• Experience working with non-traditional college students who face multiple barriers to college success such as poverty, parenthood, food and huger insecurities, and academic prejudice;
• Experience in developing comprehensive Student Educational Plans (SEPs) based on equitable practices supporting student success and achievement;
• Experience advising students on requirements for Associate degrees and Associate Degree for Transfer (ADT) using CSU & UC general education patterns;
• Experience in conducting college success workshops and/or teaching courses in career, college life management, and personal development;
• Experience participating in outreach and recruitment activities and knowledge of California Community Colleges matriculation processes;
• Knowledge of current Title 5 Education Code relative to program guidelines and regulations pertaining to EOPS/CARE program implementation for compliance;
• Knowledge of and ability to connect students with campus and community resources to assist them in their college life management;
• Experience in using and interpreting a variety of career assessment tools;
• Knowledge and experience in the development and assessment of student learning and service unit outcomes;
• Experience with progress monitoring systems and implementing successful retention strategies;
• Demonstrated understanding of Student Equity and Achievement (SEA), Guided Pathways, and/or other student success initiatives;
• Experience using computerized counseling databases, online student education plans, student information systems and internet resources for academic and career planning;
• Demonstrated ability to communicate clearly both orally and in writing with students and staff;
• Potential for contribution to institutional vitality and growth; and
• Knowledge of the community college and its mission and goals

Conditions of Employment:
177 duty days per year.

Salary and Benefits:
Starting salary is $60,678 - $91,350 based on education and experience. A doctoral stipend of $2,270 is available. Salary and stipends will be prorated based upon start date. In addition, the District offers an attractive fringe benefit package including medical, dental, and vision coverage for the employee and dependents, and life insurance. Employees are also members of the California State Teachers Retirement System (CalSTRS).

Selection Procedure:
Applications will be screened by Human Resources for completeness and to determine which applicants meet the minimum qualifications as stated in the job announcement.

From the applicants who meet the minimum qualifications and who have submitted all the required documents by the closing date and time listed on the job announcement, a selection committee will review the candidates who are best qualified based on the minimum and desirable qualifications then determine who will be invited to interview.

The selection committee will rate responses to the interview questions, teaching demonstration, and writing prompt (if applicable). Based on this rating, a small number of applicants will be selected as the "recommended candidates". These candidates will be forwarded to the Vice President and College President for final interviews.

A hiring recommendation will be made by the College President and forwarded to the Board of Trustees of State Center Community College District for final approval.

It is located just 20 minutes from the South entrance to Yosemite National Park and just minutes away from the Sierra National Forest.
