Job Description


The Department of Corrections, Division of Administrative Services and Support is recruiting for a Budget Analyst 3 located in Palmer, Alaska.

What you will be doing:
This position is the senior Budget Analyst and is responsible for managing the work of the Budget Section. It supervises three (3) Budget Analysts, serves as the department liaison to the Office of Management and Budget (OMB), and has oversight of the budgetary components in all phases of the budget cycle beginning with development, preparation and ongoing in-depth analysis.

Our office is located the Palmer State office building. The work environment is collaborative and customer service oriented. Our Accounting/Finance Team works as a tight knit group that values each other's contributions. This position will interface daily with a variety of people, including staff, field offices, other managers, directors, and other executives.

Who we are looking for:
To be successful in the position, the successful candidate will need the following core competencies:
  • Considerable knowledge of budget and/or accounting management systems and procedures, analysis, and data processing principles and practices.
  • Considerable knowledge of laws relating to financial administration of state government.
  • Working knowledge of the purpose, function, and fiscal organization of state departments, divisions, and programs.
  • Skill in reasoning logically and creatively and utilizing a variety of analytical techniques to resolve governmental budgeting problems.
  • Skill in coordinating the work of others, providing guidance, and gathering and analyzing budgetary data and information.
Minimum Qualifications

One year of full-working professional level experience analyzing and reviewing budgetary data and information; preparing analysis, reports, and recommendations on budgetary information; and utilizing electronic information management systems. This is met by service as a Budget Analyst 2 with the State of Alaska or the equivalent elsewhere.
OR
Two years of full-working level professional experience in accounting or auditing; financial management, budget analysis, management, or projection/forecasting, budget legislation or policy analysis; economic or management analysis and projection; or conducting research, analysis, and interpretation of economic, budgetary, and fiscal information and making presentations and recommendations on results to management.
OR
Two years of experience as a business executive or manager establishing and implementing policies, goals, objectives, and procedures; conferring with board members, organization officials, and staff members; directing and coordinating an organization's activities to fund operations, maximize investments, and increase efficiency; and reviewing reports such as financial statements, sales and activity reports; and other performance data to measure productivity and goal achievement and to determine areas needing cost reduction and program improvement.

If utilizing this education, you must show that the education credentials have been submitted to a private organization that specializes in interpretation of foreign educational credentials and that such education has been deemed to be at least equivalent to that gained in conventional U.S. education programs; or an accredited U.S. post-secondary institution reports the other institution as one whose transcript is given full value, or full value is given in subject areas applicable to the curricula at the post-secondary institution or high school. It is your responsibility to provide such evidence when applying.
