Salary: $50,773.54 - $73,000.00
The anticipated salary for this position is: $68,000.00

The DBE Supportive Service Manager position will develop, direct, and manage the ADOT Disadvantaged Business Enterprise (DBE) Supportive Services Program. This position will supervise, manage and oversee the Business Development Program, Business Technical Assistance Program, Task Force Meetings, Outreach and Communications, and the Small Business Resource Center within BECO. The DBE Supportive Service Manager will also develop, plan, and oversee all DBE Supportive Services Conferences, Expos, and outreach events and is responsible for the supervision and management of direct reports, and all external DBE Supportive Services consultants. This position will also develop and be responsible for the Statement of Work submitted annually to the Federal Highway Administration (FHWA) for continued program funding. Also, manages all budgets, and provides project management and oversight on all DBE Supportive Services activities and is responsible for providing educational opportunities for DBEs regarding current market conditions, federal regulatory compliance, and best business practices and will track and report progress on DBE firms and progress through the programs..

Essential Duties and Responsibilities include but are not limited to:

Develop, facilitate, coordinate, and manage all DBE Supportive Services projects from the planning stage through implementation, while providing oversight, guidance, and monitoring. Act as project manager and liaison to internal and external stakeholders.

Develop and execute DBE Supportive Services programs, establish project budgets. Develop, track and update measurement plans and maintain metrics to track the effectiveness of programs and projects. Collect demographic data and provide reports on all programs.

Develop and implement statewide outreach, recruitment, awareness, education and training programs, as well as supportive/technical assistance.

Engage and collaborate with a variety of small business firms, USDOT and state and local agencies, community partners, non-profit organizations, and highway industry stakeholders.

Develop Statement of Work outlining program activities to be carried out annually. Develop policies, guidelines, and procedures for DBE Supportive Services program.

The ideal candidate for this position will have:
A Bachelor's degree or its equivalence in business administration or related area.
OR
An additional one (1) year of project management experience for every year of education.
This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete and sign PART 1 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR). The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.11 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR.
