About Colorado Energy & Carbon Management Commission (ECMC):
The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of oil and gas, deep geothermal resources, the capture and sequestration of carbon, and the underground storage of natural gas in a manner that protects public health, safety, welfare, the environment and wildlife resources.
The Strategic Development and Shared Services Unit is responsible for managing the strategic development of the organization, including development of strategic plans, projects, and programs, identifying the need for additional positions, and developing leadership, organizational resilience, and succession planning and overseeing the Information and Applied Technology Unit.

Position Summary:
This position will be responsible for providing excellent training and customer service to internal ECMC staff and external stakeholders on accessibility topics to ensure ECMC is in compliance with HB21-1110 and will ensure that ECMC staff have the knowledge and skills needed to make all digital assets accessible at the end of their term.

Digital Accessibility Training and Capacity-Building
:
This position will help organizational leaders understand accessibility requirements, priority tasks, and best practices to meet all requirements under accessibility laws and regulations Specifically, this duty requires the position to:
  • Assesses, designs, develops, implements, evaluates, and tracks the accessibility training program for all ECMC staff on accessibility requirements, including ADA rules, regulations, standards, and WCAG digital accessibility guidelines.
  • Develops communications and maintains internal Intranet resource page with up-to-date accessibility best practices and training content.
  • Assists staff to develop internal standard operating procedures to incorporate accessibility best practices into daily operations.
  • Serves as the internal point person for digital accessibility, implements existing accessibility training plans, and develops new training plans for continual improvement.
  • Monitors the status of the digital accessibility training program, helps prioritize efforts, and communicates progress to senior leadership
External Accessibility Liaison and Trainer:
Accessibility needs can vary greatly amongst digital assets including various documentation, audio and visual, websites, and data. It will be important that this individual has a complete understanding of accessibility laws and requirements and the technical acumen required to translate these needs into solutions.
  • Serves as the point person for all ECMC external accessibility-related questions and training needs.
  • Manages relationships and procurement with third-party vendors needed for content remediation and application testing and training.
  • Serves as the main point of contact for digital accommodation requests, tracking all requests and coordinating with other staff or consultants to respond to requests in a timely manner.
  • Maintains close working relationship with the OIT accessibility team.
  • Creates training materials including how-to-guides and other resources for external stakeholders.
Digital Accessibility Leadership and Project Management:

This role will be responsible for connecting and integrating accessibility into the culture of ECMC. Specifically this position will:

  • Serves as the internal point person for digital accessibility projects, implementing existing accessibility plans and developing new plans for continual improvement.
  • Creates goals, project plans, and metrics to ensure the organization’s digital assets are accessible and that the Department is complying with Office of Internet Technologies Technology Accessibility Program (TAP) standards.
  • Monitors the status of ECMC’s digital accessibility program, helps prioritize efforts, and communicates progress to senior leadership.
  • Liaises with the Department of Natural Resources accessibility team providing status updates and bringing important information back to ECMC.

Minimum Qualifications:
Experience Only:
Six (6) years of relevant experience implementing accessibility for public programs; effectively providing program management for one or more projects in the context of large, strategic, and complex initiatives; or improving accessibility in technology products or systems.
OR
Education and Experience:
A combination of Bachelor's degree in Training and Organizational Management, Professional Development, Instructional and/or Curriculum Design, Technology, Business Systems, Program Management, Communications, Public Engagement or other field closely related to the work assignment. and/or relevant experience in an occupation related to the work assigned equal to six (6) years.

Substitutions: Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:
  • Current or former State experience relevant to this position.
  • Demonstrated experience researching, analyzing, designing, developing, implementing, and evaluating accessibility training programs.
  • Working with general public, professional consultants, and staff, with sensitivity to their needs, priorities and commitments.
  • Technical background in website and digital form accessibility.
  • Excellent problem solving logic.
  • Excellent verbal and written communication skills.
  • Demonstrated project management experience in a large organization.
  • Knowledge and experience in accessibility requirements, including ADA rules, regulations, standards, WCAG digital accessibility guidelines.
  • Experience with in-person and virtual training training and relaying information to employees and stakeholders in an easy to understand manner.
  • Desire to work virtually and in-person as required.
Conditions of Employment:
  • Must be willing and able to possess and maintain a State of Colorado Driver's License.
  • May be required to work in other parts of the State for short periods of time.
