EXAMPLE OF DUTIES
Work Unit: This work unit exists to provide budgeting, accounting, purchasing, data processing, cashier services, records management, payroll facilities, contracts, statistical data formulation, and fiscal policies and procedures to the Department. Section submits budgeting information to the Governor’s Office (OSPB) and the Joint Budget Committee (JBC), and provides accounting data for the State Controller. Position: This position supports the Department budget and data and budget analytics, policy development and implementation process with expert knowledge regarding CDA business needs. This position works with internal divisions to identify resource needs, determine data needed to analyze needs and support recommendations. This position researches, writes and defends formal change requests and assists the Budget and Policy Analyst with fiscal note preparation. This position has the authority to monitor appropriated lines, including offering expert opinions on all fiscal and policy matters, and formulate systems, processes, and guidelines that are mission-critical and in support of the strategic plan.Primary Duties: Duty: Budget Development and MonitoringBrief Duty Description: This position is located within the Business Operations Team in the Commissioner’s Office and will function as part of a small team to provide all aspects of the budget for the Department under state and federal rules, policies, procedures, and guidelines. The primary responsibility of this position is to: Provide the expertise to develop and defend the department budget on all assigned funding and continuing funding requests before all oversight committees (i.e. decision items, supplements, budget amendments, etc.).Provide analysis and technical expertise on the development of the budget schedules for submission to the Governor and the General Assembly.Provide appropriate budget process documentation for external parties such as OSPB, JBC or the General Assembly.Draft all documentation and complete all calculations as assigned to develop and defend the budget, including requests, schedules, reconciliations, and all other budget-related tasks.Position is responsible for budget formulation, presentation, implementation, analysis, monitoring, and execution support for assigned appropriations and/or programs. Provide analysis and recommendations to the CFO/Budget Director or management on anticipated over- and under- expenditures.The position is responsible for performing analysis as assigned by the manager or senior leadership. Individual decision-making and judgment must be exercised in the interpretation of legislative intent and financial rules regarding expenditure coding.This position will monitor and review spending authority in CORE, and make adjustments as needed to support the financial needs of the divisions. Position monitors and analyzes program spending patterns, meets with program managers and to discuss and resolve budget issues. Position uses established procedures and tools to advise program managers and staff to ensure adherence with expense budgets, appropriation limitations, state fiscal rules, federal administrative guidance and other internal and external fiscal policy and procedure. Position identifies and reports issues that may reflect budget and revenue concerns, provides reliable guidance and solutions to ongoing budgetary challenges.Duty: Fiscal Note Support: Brief Duty Description: This position will collaborate with the Budget & Policy Analyst to draft fiscal notes. In addition, this position will: Monitor and track draft legislation as it progresses through the General Assembly for financial impacts to the department's budget.
