CDOT’s Payroll Unit facilitates the accurate and timely payment and recording of salaries for employees, provides effective customer service, and ensures that payroll is recorded and paid in compliance with Federal and State Regulations as well as State Personnel Rules and State Fiscal Rules and in accordance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and Financial Accounting Standards Board (FASB) standards along with CDOT policies and procedures.
About the Position
As the Payroll Manager, you will provide professional-level analysis and decision-making responsibility for payroll and timesheet functionality. You will oversee payroll and benefit allocation processing and posting to general ledger and ensure accurate and timely payment or deduction of unique pay items for employees such as LWOP, CoWins, commute, taxes, housing allowance rent deductions, etc. You will complete complex and unique payroll processes and reconciliations such as retroactive adjustments, unemployment, final timesheet reviews, revised timesheets, worksite reconciliation, workers comp, etc. You will ensure payroll general ledger reconciliations, reporting, and testing are done timely and accurately. You will also oversee the processing of system changes required to meet the ongoing changes in personnel rules, federal and state regulations, and other initiatives that impact payroll.
Your duties and responsibilities will include, but are not limited to, the following:
- Supervise payroll unit employees. Develop the unit work plan and employee plans. Manage personnel performance issues.
- Ensure accurate and timely processing and posting of the monthly, biweekly, and off-cycle payroll as well as accurate benefit processing and posting to the general ledger.
- Consult with state authoritative sources (DPA, OSC, OSA) to ensure CDOT is in compliance with state and federal mandates. Identify opportunities to enhance the payroll and timekeeping system to create greater efficiency and promote ongoing compliance.
- Interpret communications of HR rules and determine implications to payroll and timesheet processing; document new internal processing requirements and communicate/train end users as needed.
- Ensure that written policies and procedures are drafted for all payroll and timesheet processing tasks.
- Provide leadership and oversight in the design and configuration of SAP system requirements, especially as related to SAP Payroll and Timesheet modules.
- Oversee reconciliation of gross payroll between SAP and CPPS, Leave Without Pay (LWOP) processing, general ledger reconciliation, retroactive adjustment reconciliation, and quarterly unemployment payment.
- Responsible for the resolution of issues related to time entry, time evaluation, absence quota management, payroll data entry, regular and off-cycle payroll processing.
- Investigate, analyze, and research payroll processes and transactions in SAP and CPPS.
- Recommend changes to CDOT policies and procedures based on the requirements of SAP. Work with other SAP resources to arrive at solutions and designs that adhere to principles of integration, standardization, and simplification.
- Ensure the highest level of customer service is consistently performed among all unit employees.
- Provide guidance and instruction on timesheet coding, payroll processes and deadlines. Explain how to use electronic systems to submit or retrieve payroll information and timesheets.
- Provide oversight on the development of communications, processes, and procedures as well as any technical references that will be distributed for use.
- Other job duties as assigned.
Work Environment:
- Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
- As CDOT transitions back to working in the office, you will likely work a hybrid schedule with a combination of in-office and remote work.
- A bachelor’s degree from an accredited college or university in accounting.
AND
- At least five years full-time professional accounting experience, which included at least two years of payroll accounting experience.
Substitutions:
- Additional professional accounting experience that provided the same kind, amount and level of knowledge acquired in the required education, will substitute on a year-for-year basis for the required bachelor’s degree but not for the specific experience.
- A bachelor’s degree from an accredited college or university which included 27 semester hours of accounting or auditing coursework will substitute for the bachelor’s degree in accounting.
- Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the bachelor’s degree in accounting and two years of the professional accounting experience.
- A graduate degree in accounting will substitute for the required professional experience on a year-for-year basis.

Preferred Qualifications
The exceptional applicant will be an experienced payroll accountant and will possess the proven ability or accomplishment in the following:
- Demonstrated success with the duties listed in the Description of the Job section;
- Years of State service experience related to the duties of this position;
- Highest work/personal ethics and integrity;
- Experience in payroll accounting and ability to resolve complex payroll issues;
- Experience supervising professional accounting personnel;
- Experience reconciling accounting data between systems, such as between CPPS and SAP;
- Demonstrated knowledge and interpretation of general payroll practices and laws including benefits, garnishments, taxation, and reporting.
- Ability to evaluate and analyze impact of configuration and process changes across other HR and SAP modules.
- Knowledge of and experience with State Fiscal Rules, GAAP, GASB, and FASB standards;
- Experience guiding and training others on accounting and payroll processes;
