The State of Connecticut, Department of Labor (DOL), is recruiting a�Labor Department Operations Coordinator located in Wethersfield, CT. The Position: SOS Operations Coordinator duty examples will consist of working with the Unit Director to manage, coordinate, and support personnel within the Systems Operations Support unit, as well as technology vendors. Additionally: Coordinating unit activities involving the design, development and implementation of new Unemployment Assistance Benefits programs and services with relation to the agency’s ReEmployCT system, as well as modifications of current procedures or programs� �Assist in monitoring, evaluating, and reporting on programs, policies and procedures and taking or recommending appropriate action to correct deficiencies and promote maximum effectiveness.� Identify resources, submit grant proposals and develop new programs based on grant and contract awards and statutory changes� �Develop and maintain operational procedures, policies and manuals.� Participate in resource allocation, and staff selection and development for the unit. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Labor this class is accountable for performing as a specialist in the coordination of complex programs, agency operations and providing expertise in problem resolution.

EXAMPLES OF DUTIES

Coordinates efforts to initiate agency-wide programs or services designed to better meet needs of agency and its customers; Leads special teams assembled to eliminate or resolve complex problems; Supervises design of significant changes in operating systems and oversees installation of procedures in conformance with agency policy; Acts as a consultant to agency administrators regarding formation and application of policy to agency programs and goals and improvement of administrative and operating procedures; Acts as an ombudsman for concerns from within and outside agency including implementation of data feedback systems which result in continuous improvement; May assess staff skill development needs and assist with development of innovative training programs; May provide coordination of agency wide unemployment insurance, job service or experience and training programs; May serve as staff to statewide commissions or an advisor to community-based organizations; Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant agency policies and procedures; relevant state and federal laws, statutes and regulations; modern office methods and procedures; Knowledge of techniques of statistical analysis; data processing systems and their capabilities; Considerable interpersonal skills; oral and written communication skills; Problem solving skills; Ability to analyze and interpret laws, policies and regulations; analyze organizational problems, conduct studies and determine effective solutions.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of technical level experience in counseling, employment placement, veterans employment and training support services, public contact work, human service programs, community action programs, job service, unemployment insurance or employment and training functions.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in coordinating complex programs, agency operations and/or acting in a consultative capacity in problem resolution. NOTE: For state employees this experience is interpreted at the level of a Labor Department Adjudications Specialist, Labor Department Business Services Specialist, Labor Department Career Development Specialist, Labor Department Resource Associate or Labor Department Programs and Services Coordinator.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

Experience in Unemployment Insurance functions, components, and policies, particularly in Benefits. Experience in UI processes relating to ReEmployCT including the initial claims, weekly certifications, appeals, Benefit Payment Control and Integrity, monetary and non-monetary determinations, etc. Experience analyzing and troubleshooting system defects and researching and evaluating system modifications and enhancements. Supervising experience, particularly overseeing program and/or system development and implementation, and the ability to allocate and supervise staff over multiple activities. Experience working with various agency units and selected vendors. Experience training co-workers and developing operational, procedural, or policy memos, desk aids or manuals for the agency. Experience with Microsoft Office tools the agency uses.
