Position Overview:

This position will be working with the Office of Licensing and Permitting's licensing systems and providing support for administrative functions. This position will require independent work on technical tasks, communication and collaboration with contracted vendors and various office and agency staff, and a strong ability to be proactive, meticulous, and well organized. This position will be responsible for overseeing and coordinating quality assurance testing and processes for the licensing system, including assistance with scoping of system related issues, resolutions, and improvements. This position will be responsible for coordinating necessary preparation for agency Commission meetings and system needs. This position will assist with system related action items including license setups and regular maintenance needs.

 

Requirements:

  • Minimum of one year experience in systems analysis, management analysis, program planning, research, and evaluation, engineering, or administrative work.
    • A bachelor’s degree from an accredited college or university can substitute for the required work experience.
  • Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.

Work at the FWC is cross-functional, meaning duties may cross division/office lines. The Commission expects employees to function across FWC's organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.

 

Duties and Responsibilities:

Responsible for following the provisions and requirements in Section 215.422, Florida Statutes, related to the Department of Financial Services rules and FWC’s invoice processing and warrant distribution procedures.

 

Provides oversight for the electronic licensing solution in the Office of Licensing & Permitting.

  • Supports the Go Outdoors Florida recreational systems manager.
  • Responsible for work assignments, quality management and risk identification and mitigation.
  • Coordinate with teams internally and externally regarding solution needs.
  • Directs and coordinates day to day project activities.
  • Recommends approval or rejection of project deliverables.
  • Provides regular status updates to manager.
  • Communicates with internal and external groups to keep all necessary parties informed of project plans, updates, and upcoming events.

 

Prepares and reviews sales data from the electronic licensing solution.

  • Reports on daily, weekly, monthly, or annual sales. 
  • Develops and maintains data visualization reports.
  • Works with divisions and offices to support their analysis and data needs.
  • Analyzes data dashboards to predict issues, identify bugs in data and work to resolve.

Organizes, prioritizes, plans, coordinates, and effectively communicates priorities and procedures to co-workers and supervisor.

  • Responsible for maintaining effective internal communications with management and team members.
  • Adheres to Office and Agency rules, regulations, and policies.
  • Promptly and courteously assists staff, public, and license agents, etc. with questions and transactions concerning licensing.
  • Educates and trains staff, license agents, and the public on licensing and permitting.
  • Demonstrates and maintains knowledge of functions of all positions within the office and willingly assists with other tasks as needed or assigned.
  • Effectively delegates tasks.

Interpret laws, rules, regulations, policies, and procedures related to licensing.

  • Ensure proper compliance with systems and applications.
  • Participate in conference calls or meetings related to licensing rules.
  • Make rule recommendations to manager.
  • Communicate rules to internal or external staff.

 

Monitors and recommends activities to meet specific measurable service objectives in relation to agency operation goals.

  • Investigates, assesses, analyzes, and makes recommendations concerning methods to match project duties with goals of efforts across the agency.
  • Evaluates and analyzes needs expressed from agency staff, stakeholders, license agents, the Commission, etc., and recommends system changes to accommodate.
  • Coordinates with other divisions and offices to stay informed of issues affecting licensing and permitting, and to ensure new licenses and/or permits are implemented promptly and accurately.
  • Participate on agency teams.
  • Works independently with team members to understand business processes.

Knowledge, Skills, and Abilities:

  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Knowledge of the principles and techniques of effective communication, Microsoft Word, Excel, and Outlook
  • Skill using Microsoft Office suite and using web-based systems.
  • Skilled in fact-finding research, problem solving, and documentation of needs.
  • Skilled in verifying accuracy of system setups/data, delegations of tasks, planning and completing of steps necessary to successfully complete projects, coordinating work assignments, and recommending revisions to procedures or standards.
  • Skill with effective communication and organizing and presenting facts in a logical manner.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and system practices.
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to utilize problem-solving techniques.
  • Ability to supervise people.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.

  • Ability to conduct research, utilize problem solving techniques, communicate effectively, use web-based systems and applications, verify the accuracy of numerical data, effectively organize and delegate tasks among team members, recommend revisions to procedures, and to plan, organize, and coordinate work assignments.
