The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

 

The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, the Division manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:

This is a professional position within the Bureau of Preparedness, this position is responsible for planning, organizing, and managing grants to state nonprofits as appropriated by the Legislature of the State of Florida; drafting award notifications, conducting onboarding with grantee, draft, and tracking execution of grant agreements. Responsible for enforcing performance of the agreement terms and conditions and maintaining all financial information certifying that procurement and reimbursement requirements are met and compliant under program guidelines. Duties may also include, but are not limited to: 

 

  • Ensure compliance under the funding program to include examining final submission packets; implement and record grant tracking and reporting according to policies.
  • Monitor recipient progression and submission of timely reporting; responsible for maintaining all grant information including award notifications, grant agreements, modifications, budget revisions, waivers, and processing of reimbursements.
  • Process closing of grant activities, validation, and filing of grant documents.
  • Assist in the development and implementation of grant management processes, including budget, expenditure, reporting, and correspondence requirements of the grant program.
  • Participate in grant monitoring activities to include desk review, technical assistance, and occasional travel for onsite visits as required.
  • Complete special assignments and perform other related duties as assigned. 

 

Knowledge, Skills, and Abilities:

  • Ability to monitor grantee compliance through review, analysis, and processing of financial and program deliverables or milestones including expenditure, budgeting, staffing and progress reports, audits, and requests for payment.
  • Ability to understand and apply applicable Rules, Regulations, Policies, and Procedures.
  • Ability to communicate effectively, both verbally and in writing.
  • Must be highly organized and detail oriented.
  • Ability to work independently organizing, planning, and prioritizing work to meet deadlines without sacrificing accuracy or quality customer service.

 

Minimum Qualifications:

  • Must be a Florida Certified Contract Manager (FCCM) or have the ability and willingness to obtain certification within the first 12 months of employment. 
  • Experience in Microsoft Office Suite programs (Word, Excel, Outlook, and PowerPoint).
