Under limited supervision, prepares, analyzes and manages annual budget for the Agency, attached Agencies and individual program areas.
ESSENTIAL DUTIES and RESPONSIBILITIES :
- Oversees and facilitates budget preparation, auditing, records management and related operations
- Monitors agency budget, notifies appropriate management personnel of budget variances; takes appropriate corrective action necessary to resolve such variances
- Reviews, interprets and writes policies and procedures associated with budget and other financial matters
- Prepares comprehensive and detailed reports relating to preparation and submission of budgets, budget revisions, budget performance, etc.
- Produces comprehensive analytical reports
- Serves as budget expert for the agency and develop reports for agency, OPB or other government entities
- Represents assigned budget areas to legislature
- Analyzes and develops policy and budget-related initiatives. Makes recommendations based on analysis
- Assesses financial data to determine the resources required to implement a program, or to analyze trends
- Analyzes agency budgeting and accounting reports/requests to maintain expenditure controls
- Performs operational analyses of accounting systems, subsystems and procedures to ensure accuracy of data to ensure compliance with Generally Accepted Accounting Principles, and to identify improvements in the methods for recording, maintaining and reporting financial transactions
- Maintains State Allotment receivable and distribution records for bank balances
- Reviews, analyzes and corrects general ledger accounts accurately for fiscal integrity as well as compliance with applicable principles, standards, guidelines, policies and procedures
- Examines budget estimates for completeness, accuracy, and conformance with procedures and regulations
- Identifies discrepancies between existing procedures and those that are generally accepted or that will result in greater efficiency or operational effectiveness
- Responds to inquiries for solution of difficult accounting problems or for information or interpretation from third parties such as banks, auditors, vendors and governmental entities
- Prepares budget amendments
- Requests budgetary codes, track physical inventory or record/audit expenses, or document use of funds and adherence to budget allocations.
- Prepares the PPB Request
- Prepares the Annual Operating Budget
- Prepares monthly financial reviews and analyses of each Division. Orders and distributes monthly budget reports to each division
- Performs other related duties as assigned
SUPERVISORY REQUIREMENTS : Two (2) years supervisory experience
MINIMUM QUALIFICATIONS : Four (4) years of full-time work experience at a level equivalent to Budget Manager performing duties such as developing and monitoring budgets, analyzing budget data, grants management and/or statistical analysis.
EDUCATIONAL REQUIREMENTS : Completion of a Bachelor's degree from a nationally accredited college or institution in a business related major. Additionally, must have successfully completed the Introductory Governmental Accounting Sequence and Intermediate Governmental Accounting Sequence.
Bachelor's degree in business administration, public administration or a directly related field from an accredited college or university AND Three years of experience in a purchasing environment, One year of which in a lead/supervisory role OR Six years of experience in a purchasing environment, One year of which in a lead/supervisory role OR One year of experience at the lower level Purchase/Procurement Agent 3 (FEP022) or position equivalent. Note: Some positions may require certification. Note: Related professional experience may substitute for the minimum educational requirement on a year-for-year basis.
