Position Overview
Serves as the Emergency Management Policy Analyst and will be directly responsible for establishing and implementing policy recommendations to the agency Director, Deputy Director, and executive leadership. This position will develop policy and procedure that impacts how the agency prepares day to day for potential response requirements to state and local disasters. In collaboration with agency staff, this individual will lead the development of policy analysis, reporting, and other documentation for dissemination more broadly across the agency and its strategic partners.
Job Responsibilities
- Coordinates with Illinois Emergency Management Agency (IEMA) staff to provide timely analysis and insights related to emergent, mission-critical issue areas.
- Develops a process for monitoring trends and developments related to emergency management policies that impact IEMA.
- Collaborate with IEMA leadership and teams to support policy research tasks.
- Liaise with necessary stakeholders to determine needs and goals of policies, then draft and propose new and amended policies to fit the evolving needs of the agency.
- Serve as the primary point person for policy related matters that originate from within IEMA and matters that require immediate attention and action on behalf of the agency.
- As assigned by the Director or Deputy Director, review and draft reports and other documents to internal use as well as attend and present at policy briefings.
- Identify short and long term strategies to achieve IEMA policy goals and ensures that these strategies align with the business processes and capacities of the agency.
Minimum Requirements
- Master's degree in Public Policy, Public Administration, Business Administration, Emergency Management or can be a minor if it is associated with the master's degree.
- Ten (10) years of public policy experience in one or a combination of the following fields: Public Administration, State and Local Government, Emergency Management.
- Ten (10) years experience drafting policy memoranda and briefing executive leadership in a variety of public policy areas.
- Ten (10) years experience leading and conducting research and analysis of a complex, highly sensitive nature on key mission-critical policy issues.
Preferred Qualifications
- Ten (10) years of professional work experience managing projects with multiple stakeholders
- Ten (10) years of professional work experience with policy research, writing, and presentations.
- Five (5) years of experience with management landscape, as well as homeland security issues at the Federal, State, and Local levels.
- Ten (10) years of experience providing feedback, and negotiating outcomes as needed
- Five (5) years of experience facilitating diverse groups of participants to express their views and designing solutions
- Five (5) years of experience analyzing, arraying, and presenting complex demographic data and trends.
Conditions of Employment
- Requires the ability to travel.
- Requires the ability to work outside of normal work hours.
- Requires a criminal history check through the Illinois State Police.
