Job Description
The Iowa Department of Health and Human Services (HHS) is seeking a Human Resource Delivery Specialists in the Division of Compliance, Bureau of Human Resources. This position will serve as the primary Human Resources contact for the Cherokee Mental Health Institute (CMHI), located in Cherokee, Iowa. This position will also provide backup support and work cohesively with the Human Resource Delivery Specialist assigned to the Civil Commitment Unit for Sexual Offenders (CCUSO).
This role significantly impacts employees by creating a positive experience starting at the new hire process and continuing throughout their career. This is a full-time opportunity with a five-day workweek. Occasional travel for training and meetings will be required.

Some of the duties include, but are not limited to:
- Manages and processes the day-to-day transactional work such as new hires, promotions, pay increases, and separations in Workday.
- Participates and supports new hire orientation and assists new employees in completing forms.
- Inputs new employees and changes into the Kronos timekeeping system. Checks for inaccuracies and missed punches to make appropriate corrections.
- Processes payroll bi-weekly, converts overtime to compensatory time, distributes payroll warrants and rewrites.
- Provides guidance and assistance to management regarding HR processes and compliance.
- Distributes information to employees and applicants on pay, benefits, leave of absence, job description, minimum qualifications, selective certification, and employment application process.
The ideal candidate will be organized, able to multitask, pay close attention to detail, prioritize effectively, and be able to problem solve. In addition, the candidate must be proficient in human resources, customer service, oral and written comprehension, and active listening. Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
- Four years of full-time work experience in administrative support, at least two years of which were in a human-resources-related program area.
- All of the following (a, b, and c):
- One year of full-time work experience in administrative support in a human-resources-related program area; and
- A total of one year of education and/or full-time experience in administrative support in a human-resources-related program area, where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
- A total of two years of education and/or full-time experience in general administrative support, where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
- Current, continuous experience in the state executive branch that includes experience equal to 12 months of full-time work as a Human Resources Technical Assistant, Human Resources Technical Specialist, Secretary (any level), or Administrative Assistant (any level).
