Job Description:
This position provides administrative support formatters impacting the programs and operations of LOH/Office of Public Health in Region 2 and assists the Public Health Regional Medical Director/Administrator (unclassified Physician IV) and the Assistant Regional Administrator (Program Mgr. 1B -LDH) with fiscal operations, personnel management and physical plant maintenance of

Regional Office, and Health Unit Offices in Region 2 (5 sites). This position will also provide direct supervision of Administrative Coordinator 4 positions in Region 2. This position is responsible for administrative fictions including purchasing, telecommunications, inventory property control, contracts and grants, safety/risk management and audits. Routinely assists in planning, development and implementation of regional policy and procedure for delivery of OPH services. Serves as liaisonbetweenRegion2 and program administrators in OPH Central Office to verify compliance with procedures, eliminate duplication and maximize efficiency.

Responds to inquiries from elected officials, city, parish, state and federal agencies, and the public concerning Agency and program functions. Represent the Regional Medical Director/Administrator and OPH at various meetings.

90% Review the budget requests and calculate costs of requests. Review requests for positions, equipment, supplies and other expenditures submitted by staff members. Obtain additional information from staff or other sources (descriptions, costs, justifications, etc.) in order to present recommendation to Public Health Regional Medical Director/Administrator.
Prepare all budget forms, complete with justifications, and submit annual OPH Budget Office, following approval by Public Health Regional Medical Director/Administrator.

Monitor budget status throughout the year, reviewing current and projected expenditures and information, advising Public Health Regional Medical Director/Administrator of problems areas, Review and approve/deny requisitions for supplies and equipment in Region 2 facilities after determining justification for expenditure and availability of funds. Approve Petty Cash expenditures of all Region 2 offices. Serves as back up approver for purchases and expenditures for both the Regional Office and the health units within the region. Serves liaison for the region with the State Purchasing Office/Director.

Negotiate contacts on behalf of Public Health Regional Medical Director/Administrator. Prepare documents (contract forms, amendments, budgets and reports) to all professional services contracts according to DOA, I„DH, and OPH policy and procedure. Obtain required signatures. Approve payments made to contractors. Routinely monitor contracts to assure availability of funding and provision of services.

Direct supervision of (6) Administrative Coordinator 4 in the parish health units. Functional supervision of 16 clerical support staff region-wide. Determine staffing priorities and coordinate work assignments throughout the region to provide optimal service delivery to multiple programs. Evaluate job performance, recommend disciplinary action, prepare and monitor supervisory plans, approve and monitor leave.

Identify staff development needs, arrange appropriate training, Provide on-going training to administrative and support staff for new programs, revisions in procedures, operations, reporting requirements, etc. Serves as are source to all administrative support staff and other staff when needed, relative to program guidelines, policies and procedures  LaGov purchasing, LEERS, SAP payroll, Operation and Support Property Management, WIC, Reproductive Health, Immunization, Electronic Health Records and Vital Records to ensure coordination of complex administrative duties and clerical support of service delivery in the region.

Interview applicants and make recommendations on hiring of clerical staff to Regional Medical Director/Administrator.

Assist Regional Medical Director/Administrator and Assistant Regional Administrator in management of assigned positions and determine appropriate method for filling vacancies.

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus two years of professional level experience in administrative services.
 
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
 
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
 
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
 
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
 
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
 
NOTE:
Examples of professional administrative service fields include: Accounting, Financial Auditing, Budget work, Contract/Grants work, Human Resources/Personnel, Information technology, Insurance, Purchasing/Procurement, Quality assurance, Records management, Risk management, and Safety. In the area of wholesale/retail sales, we will also accept store managers, business managers, regional sales managers, or district sales managers as experience in administrative services.
 
NOTE: Any college hours or degree must be from an accredited college or university.
