The Port of New Orleans is a public entity that serves as the maritime authority and landlord to over 60 maritime and industrial tenants. The Harbor Police Department strives to provide superior customer service while meeting the needs of Port tenants and the public.
The mission of the Harbor Police Department is to contribute to the homeland defense by ensuring the safe, secure and efficient flow of cargo and cruise passengers; and a safe, secure working environment for Port tenants, workers and visitors throughout the jurisdiction of the Port of New Orleans by providing proactive law enforcement services, patrols, anti-terrorism efforts and investigative services in a professional, courteous and community-oriented manner.
Under the supervision of the Chief of Police, the Police Captain shall perform the duties and responsibilities included herein and also serves as the assistant to the Chief of the Harbor Police Department. As such, the Police Captain shall also perform the duties and responsibilities described in the position description of the Police Chief-A, in part or in whole as requested by the Police Chief-A, Chief of Staff, or the President and CEO.
- Provides direct executive supervision to all Police Lieutenants over all four platoons.
- In conjunction with the Chief of Police, establishes official Harbor Police policies, procedures, goals and objectives by which all law enforcement personnel must conduct themselves.
- Collaborates with other State, Local, and Federal executive level law enforcement personnel to establish joint operations to eradicate crime throughout the maritime community; primarily U.S. Customs and Border Enforcement Protection and the Federal Bureau of Investigations.
- Assists in developing Harbor Police budget by identifying future fiscal needs of the department.
- Participates in Local, State, and Federal public relations initiatives engaging the Port and maritime community in crime prevention and assuring they are being fully served and protected by the Harbor Police Department.
- Reviews and approves annual performance evaluations, requests for training, police reports, sick and annual leave requests, and weekly time/payroll sheets.
- Reviews disciplinary actions and makes recommendations to Human Resources for further courses of action. Spearheads Harbor Police fleet accident investigations and recommends disciplinary actions if warranted.
Additional Duties (Firefighting and Rescue Duties)
- Attends firefighting training course to be familiar with firefighting techniques, lifesaving equipment, and types of fire extinguishers, operating rescue boats. Serves as Deckhand for the Harbor Police Fireboat and/or the Harbor Police Patrol Boat, to assist with mooring lines, body recovery, first aid, security sweeps of critical infrastructure and other law enforcement duties while on board Fireboat and/or Police Patrol Boat.
MINIMUM QUALIFICATIONS:
Five years of experience in law enforcement work.
NECESSARY SPECIAL REQUIREMENT:
Must have attained eighteenth birthday at time of appointment.
An applicant who has been convicted of a felony or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by state and federal laws is granted.
May be required to possess a valid Louisiana driver's license at time of appointment.
For some positions, evidence of POST certification must be submitted at the time of the application.
May be required to qualify annually with a firearm.
For some positions, applicant must be eligible for bond.

MINIMUM QUALIFICATIONS:
Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.
