The Primary purpose of the position is to provide expert legal and policy advice and consultation to the Maine State Police Command Staff; Maine State Police Troop and Unit Commanders; Troopers and civilian personnel; the Commissioner of the Department of Public Safety and the Bureau Directors of the Department of Public Safety and other duties as assigned by the administration.

Primary responsibilities include:  

  • The Freedom of Access Act point of contact for the department and its bureaus
  • To coordinate the promulgation of rules and regulations as necessary
  • To coordinate with the State Police regarding response to court orders and subpoenas
  • Assist with the coordination and response to claims against the state police with Risk Management, the Attorney General’s Office, and SP Central Command
  • Is the legislative coordinator/ liaison for the State Police and department including all its bureaus
  • Assists in determining the appropriate form and substantive content of written policies
  • To draft, review and or interpret contracts, leases, memoranda of understanding and agreements for the State Police and department and its bureaus

Skills or knowledge required:

  • Maine laws and regulations, including, but not limited to, such statutes as the Maine Freedom of Access Act, the Maine Criminal History Record Information Act, Maine Civil Service laws, the American with Disabilities Act, the Maine Administrative Procedures Act, the Maine Tort Claims Act and the Federal Privacy Act
  • The Maine legal system
  • Federal laws and regulations along with the federal legal system
  • Legal principles, practices, and protocols
  • Legislative processes
  • Use of technology, office equipment, computers and software used by the agency
    • Microsoft Word, Excel, Outlook and Contribute
  • Ability to interpret facts, evidence, and legal precedents and arrive at logical conclusions
  • Able to communicate clearly and effectively orally and in writing

Minimum qualifications:

  • A law degree from an accredited law school
  • Admitted to practice law in Maine and currently registered with the Maine Board of Overseers of the Bar
