Introduction

The Department of Assessments and Taxation, Office of Human Resources located in Baltimore, Maryland, is currently accepting applications for an Administrator I, Deputy Director.

Main Purpose of Job

The main purpose of the position is to perform professional personnel work as the Deputy Director of Human Resources. The areas include Classification, Compensation, Recruitment, and general personnel administrative duties. Assist the HR Director with the total work program of the office through oversight and direction of Human Resource functions within the Office of Human Resources. Provide exceptional customer service to Agency employees, management, and consumers in a timely, friendly, and professional manner.

POSITION DUTIES

Establishing procedures and methods for conducting recruitments and examinations for all agency classifications to ensure that sufficient pools of qualified applicants are available for filling vacancies. Ensuring that all appointments are made in compliance with the appropriate laws and regulations and resolves appeals/ grievances.� Promoting the development of retention strategies and statistical data collection by implementing strategies as they relate to recruitment, examination, and retention.� Overseeing promotional processes for mandated positions and managing administrative & recruitment teams.� STRATEGIC PLANNING & STAKEHOLDER ENGAGEMENT� Establishing organizational goals and strategies based on evidence-based practices, current trends, statistical data, and workforce forecasting.� Identifying and collecting data/information from a variety of stakeholders and sources in an objective, unbiased manner in order to enable strategic and leadership decision making for recruitment and retention.� Maintaining a liaison and coordination relationship with Agency Hiring Managers and with the DBM Recruitment & Examination Division of the Office of Personnel Services and Benefits.� Providing training, guidance and technical assistance and interpretation to Appointing Authorities, Agency Heads, Program Managers and agency HR staff regarding recruitment, examination, and retention in accordance with the State Personnel Pension Article and COMAR.� Provides technical assistance to operating agencies regarding recruitment and selection procedures/guidelines.� Drafting narrative and statistic reports for recruitment, testing, auditing, budgeting, and reporting.� Act during the Director’s absence and uses initiative and judgment to see that human resource matters requiring immediate attention are handled in a manner to minimize the effect of the Director's absence.� Advises employees and distributes information regarding benefits, compensation, policies, and procedures; provide assistances and staff support to departments/divisions as requested; answers public inquiries concerning job openings, employment verifications, and general information.� Assists the Director in coordinating, developing, and presenting human resource related training programs to management and employees; creates and maintains detailed spreadsheets used to track personnel data.�

MINIMUM QUALIFICATIONS

Education: A bachelors degree from an accredited college or university. Experience: Four years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation. Notes: 1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education. 2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures. 3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for up to two years of the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience with classification and compensation procedures (ex: reclassifications, vacancy downgrades) in a local, state or federal government. Experience in Employee Relations, including disciplinary actions and settlements, union interactions, employee appeal and grievance process and terminations. Experience using Applicant Tracking systems, such as JobAps. Experience using HRIS systems, such as Workday. Experience with handling COMAR, State Personnel and Pensions, MOU's and/or unions.�

LIMITATIONS ON SELECTION

Must be willing to work in Baltimore city.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.�Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position.� Employees are also required to obtain recertification every six months thereafter. 2.�Employees in this classification may be assigned duties which require the operation of a motor vehicle.� Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
