Job Summary

Join the Minnesota Department of Health’s Financial Management Team in an exciting new opportunity as the Communications and Continuous Improvement Manager which will lead, manage, supervise, and administer the ongoing communication activities of the Financial Management Division in the Health Operations Bureau. This position will be responsible for overseeing the development of change management practices, communication and continuous improvement activities to serve the Division’s needs and build staff capacity for shared governance, and operational excellence.

Working as a Communications and Continuous Improvement Manager, you will:

  • Plan, develop, manage, and direct the Continuous Improvement, Communication and Change Management activities of the Financial Management Division to foster innovation and create capacity for financial processes, improvements, and priority projects.
  • Lead, coordinate, and facilitate agencywide finance related business solution efforts, change management and planning activities to support ongoing business changes, operational challenges, and division effectiveness.
  • Lead and coordinate Financial Management change management initiatives.
  • Serve as performance management system coordinator for the division to monitor achievement of division goals, objectives, and improvements.

Candidates residing in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota may have the option to telework; however, telework schedules are based on the unit's operational needs and are at supervisory discretion.

Qualifications

Minimum Qualifications

Four (4) years of management and leadership public sector financial, accounting, or related field experience; sufficient to plan, organize, and direct human and fiscal resources to achieve full productivity under changing circumstances including experiences in the following areas:

  • Project management experience with full responsibility to design, plan, and manage projects, establish time and cost controls; monitor progress, and assess performance; and meet interim milestones and long-term objectives.
  • Policy development experience which includes developing, implementing, and overseeing policies, practices, and procedures.
  • Experience identifying and analyzing systemic and procedural problems that result in ineffective use of resources as well as in specific cases where intervention or facilitation is indicated.
  • Experience planning and executing continuous improvement (CI) projects using Six Sigma and other CI tools and methodology.

Minimum Qualifications to be assessed during the interview process:

  • In depth knowledge of Finance Management, processes, standards, and principles.
  • Excellent interpersonal, verbal, and written communication skills to establish effective working relationships with and communicate necessary information to employees, managers, supervisors, customers, and peers.
  • Ability to plan strategically sufficient to visualize and articulate long-range goals and objectives, to provide directions and support to project teams, and to facilitate the planning and development process to achieve.
  • Ability to model and represent to staff agency values regarding diversity and inclusion.

Preferred Qualifications

  • Knowledge of Statewide Integrated Financial Tools (SWIFT), state procurement and contracts, and accounting principles sufficient to perform the job duties effectively.
  • Thorough knowledge of Governmental Accounting Standards Board (GASB) pronouncements; governmental accounting practices; and federal and state laws relating to governmental accounting.
  • Project management and/or continuous improvement certifications and/or formal training.
  • Advanced knowledge of business operations including leadership, analytical and financial principles, concepts, and methods.
