*This position is primarily telework with a need to travel to the office, contingent upon business needs. This team is currently teleworking; however, this may change in the future with notice.*

Job Summary


This position contributes to the advancement of MDVA’s mission, vision and objectives by performing supervision and leadership of HR staffing and transaction team to include labor relations, recruitment, selection, classification, personnel transactions, benefits coordination, Family Medical Leave Act (FMLA), Worker's Compensation, and contract interpretation.

Key Responsibilities include:

  • Lead and oversee all HR transactions, onboarding, and ensuring compliance with state and federal laws, state statutes, administrative procedures and rules, collective bargaining agreements, and delegation of authority.
  • Manage the labor relations activities. Activities include union contract/plan interpretation, directing employee investigations, discipline and grievance processes, participating in local labor/management meetings, etc.
  • Advise managers and supervisors on employee performance, attendance, and behavioral issues, bargaining unit contract and plan provisions, and employment law
  • Design and implement internal and external recruiting and selection processes to attract, select, and retain a talented and diverse workforce.

Qualifications

Minimum Qualifications

  • One year of supervisory or lead work experiences including delegating work assignments, monitoring and auditing employee work assignments and progress, and training and development of staff.

  • *Four years of human resources experience that includes the following activities (*A bachelor's degree in human resource management or a related field may substitute for one year of experience)

Labor:

  • Consult with managers and supervisors on performance management issues including disciplinary actions.
  • Labor contract administration and interpretation
  • Coordinate dispute resolution such as grievance hearings or mediation.
  • Plan and conduct employee investigations.

Staffing:

  • Demonstrated leadership and human relations skills to train, motivate and energize staff in the areas of recruitment, employee referral and retention.
  • Full cycle recruitment and selection
  • Experience and skills in job analysis sufficient to determine position qualifications and develop applicant assessments, including structured interview questions and scoring anchors.
  • Human Resources Information system (HRIS) administration and HR processing
  • Experience in Applicant Tracking Systems

Preferred Qualifications

  • Conduct job analysis and classification.
  • Compensation program administration.
  • Experience in unionized environment.
  • Knowledge of data practices as it relates to data collected, created, or disseminated.
  • Experience auditing personnel and/or payroll transactions and correcting discovered errors.
