In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.
Job Summary

The Legislative Lead will ensure that all legislative activities are managed and coordinated across programs in the division, specifically the Minnesota Family Investment Program and Supplemental Nutrition Assistance Program, and in alignment with public assistance programs in other divisions. This position develops policy impact statements; serves as lead author of bill analyses and equity analyses, provides leadership and direction to Economic Assistance and Employment Supports Divisions (EAESD) management and lead program consultants regarding program policy direction and formulation.
The Legislative Lead manages and oversees critical policy issues that result in legislation, leading and planning efforts for a comprehensive strategic legislative agenda and managing legislative activities related to both internal and external proposals to achieve short and long-term goals supporting people transitioning to economic stability.
Responsibilities include:
- Manage the development and implementation of the multi-year, multi-program simplification and alignment across DHS cash and food benefit programs.
- Manage legislative activities for all public assistance programs in Economic Assistance and Employment Supports Division (EAESD) and coordinate with related programs in CFS that affect children and families.
- Initiate the implementation of new public assistance policies and laws affecting families and other EAESD programs.
- Provide policy analysis, development and planning expertise to EAESD and other requesting divisions within CFS and the department (e.g. Interaction of health care policy on other public assistance programs).
Qualifications
Minimum Qualifications
Three (3) years of legislative policy experience including the following:
- Experience writing legislative proposals and provision of technical assistance to others engaged in this work.
- Experience analyzing public policy proposals, including drafting of legislative language.
- Background in or in-depth knowledge of state government and state legislative, regulatory and executive branch processes and procedures.
- Experience working regularly with or for senior leadership in a government unit, including elected and/or appointed officials.
- Experience working within complex state and federal policy and legislative processes.
- Knowledge of anti-poverty state and federal law and regulations.
- Working knowledge of policies serving low-income children and families.
Preferred Qualifications
- Variety of experiences working effectively with others from different backgrounds and cultures.
- Experience working in public administration demonstrating management skills, including prioritization, coordination, decision-making, operational management, strategic analysis and project management.
- Significant knowledge of the Department of Children, Youth, and Families programs and policies and state and federal statutes and regulations governing programs administered by DCYF, which include management of economic and social supports for very low-income people and at-risk children and families.
- Ability to use data in shaping policy messages.
- Demonstrated success in developing cooperative relationships or partnerships internally or externally.
