The State Emergency Management Agency (SEMA) has responsibility for coordinating all hazard disaster preparedness, response, recovery, and mitigation operations across Missouri. SEMA operates the State Emergency Operations Center (SEOC) and provides training, grants, and planning support to strengthen Missouri’s resilience against natural and human-caused disasters. SEMA’s mission is to help our fellow Missourians prepare for, respond to, and recover from all emergencies. This is a managerial position accountable for staff planning and developing, implementing, and evaluating a statewide emergency management program, with a concentration on public health planning and preparedness. Work at this level is primarily focused on supervision and program implementation, requiring thorough knowledge of State and Federal regulations and laws, and the ability to address program related operational issues. Accountable for the results of a program’s outcomes and integration. Manages and engages in effective people management activities such as recruitment, training, development, and performance management.
Job Description:
- Provide overall coordination and strategic focus of related public health emergency response programs including: the Strategic National Stockpile, emergency medical countermeasures, CHEMPACK, Continuity of Operations/Government, Mass Fatality, and the Cities Readiness Initiative
- Supervise, train, and develop the SNS Program Manager and 2-3 professional planners
- Responsible for overseeing the development of program’s public health and emergency management grant work plans and budgets, ensuring grant requirements and deliverables are met
- Develop, review, and update preparedness and response plans
- Serve as the Missouri Chair for the Homeland Security Bio-Watch Program
- Serve as Planning Section Chief or Situation Unit Leader during SEOC activations
- Direct the Emergency Management Accreditation Program (EMAP) for Missouri
- Other duties as assigned.
Knowledge, Skills, and Abilities:
- Ability to manage and/or supervise staff in planning, developing, coordinating, and evaluating all phases of an agency wide emergency/disaster management program
- Knowledge of the methods and techniques of disseminating information to the public
- Knowledge of supervisory techniques and practices
- Experience writing, developing, and managing federal grants
- Proficient in public speaking, technical presentations, and training
- Knowledge of the different types of private, volunteer, public health, and governmental emergency preparedness, response, and recovery programs and their purpose
- Ability to coordinate information, people, resources, and organizations to react to emergencies and disasters
- Ability to maintain strong organizational and problem-solving skills
Qualifications and Requirements:
Candidates typically possess a Bachelor’s degree and 6 or more years of experience in emergency management and/or public health, in addition to 2 or more years of supervisory experience. Must possess, or be able to obtain within 1 year of employment, credentialing as an Accreditation Manager through the Emergency Management Accreditation Program.
Work hours are 7:30 am to 4:00 pm, Monday through Friday; overtime, work on holidays, nights, weekends, etc. may be required during exercises/drills or emergency activations. Flex time may be available. The position involves occasional travel within the state with some overnight travel, and minimal out-of-state travel.
