The State of New Hampshire, Department of Transportation, Bureau of Planning and Community Assistance, has a full-time vacancy for an LPA & C Engineer.
Summary: To administer state and federal transportation related programs. To provide transportation system analysis, technical support, and training for the Geographical Information System (GIS) activities of the Bureau of Planning & Community Assistance and other bureaus and agencies.

18 Months of additional relevant experience = Associate's degree
36 Months of additional relevant experience = Bachelor's degree
54 Months of additional relevant experience = Master's degree
MINIMUM QUALIFICATIONS:
Education: Master’s degree from an accredited institute of higher education with a major study in engineering.
Experience: Four years of post baccalaureate experience in the practice of civil engineering.
OR
Education: Bachelor's degree from an accredited institute of education with a major study in engineering.
Experience: Six years of post baccalaureate experience in the practice of civil engineering.
OR
Education: Associate's degree from an accredited institute of higher education with a major study in engineering or engineering technology.
Experience: Six years of experience in the practice of engineering at a level equivalent to Civil Engineer I (or higher), plus two additional years of experience in a position comparable to an Engineering Technician.
License/Certification:
- Must be a Licensed Professional Engineer in the State of New Hampshire or a Licensed Professional Engineer in another state and obtain licensure in NH within one year of employment. Licensure designation must be in Civil, Civil Highway, Geo Technical, or Structural Engineering.
- Applicant must possess a valid driver’s license and/or access to transportation for statewide travel. The applicant’s Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency.
SPECIAL QUALIFICATIONS: Requires thorough knowledge of civil engineering principles and practices. Requires the successful completion of specialized computer training, software programming skills (VB.NET), and the ability to apply the knowledge to everyday applications and to the training of others. Requires the ability to effectively communicate complex technical materials both orally and in writing.
SPECIAL REQUIREMENTS: All accountabilities and requirements must be performed in accordance with State and Department rules and policies, including risk management, safety, and environmental standards, regulations, and administrative orders.
Responsibilities:
- Administers the Highway Performance Monitoring System (HPMS) program to meet federal requirements.
- Coordinates with and provides technical assistance for transportation asset management and inventory systems to other bureaus and offices within the Department.
- Manages complex GIS transportation projects/initiatives including the scope, development, implementation, maintenance efforts, and project timelines.
- Develops transportation applications, processes, and solutions for complex analysis and analytical problem-solving using SQL, GIS tools, scripts, and Microsoft Office suite to support the GIS users and Department needs, including desktop computer and web-based solutions.
- Develops customized GIS transportation applications and processes to support the GIS users and Department needs, including desktop computer and web-based solutions.
- Provides technical assistance and training to individuals for basic and advanced GIS usage.
- Monitors and evaluate system performances/needs/efficiencies and makes recommendations for improvements to meet Bureau/Department goals and operational requirements.
- Evaluates and reports on the availability or development of hardware and software products for new applications.
- Supervises employees in work unit on day-to-day basis to insure work performance at a high level of technical and professional competence.
